This document provides responses to vendor questions regarding the solicitation FA830726RB033, clarifying technical requirements, submission instructions, and contract details.

• Site Information: The number of sites is not yet finalized, but multiple sites are anticipated. The COMSEC office will be located approximately 30-45 minutes from the U.S. Embassy in Bogota.
• Access and Equipment: SIPRNet access will be provided inside the U.S. Embassy. NIPRNet access and Government email accounts will be available to COMSEC Account Manager personnel upon contract start. Internet service for the COMSEC office will be provided by the host nation.
• Travel and Phase-In: A 30-day Phase-In period will be allowed prior to full performance to facilitate housing, transportation, and familiarization with sites.
• Holidays: COMSEC Account Managers will follow the holidays recognized by the MILGP-Colombia.
• CMMC Requirement: The solicitation will be revised via amendment to require a CMMC Level 2 Certification Assessment conducted by an accredited C3PAO, due to the acquisition involving prioritized Defense CUI.
• Resumes and Commitments: Resumes and letters of commitment are required as part of the technical proposal submission and will be reviewed by the government as part of the evaluation. These will count against the 45-page limit.
• Vehicles: While not strictly required, vehicles need to be large enough to carry COMSEC equipment (e.g., Chevy suburban, cargo van).
• Submission Formatting: Attachments 3 and 6 must be changed to Times New Roman, font size 12.

This document clarifies several points and indicates that the solicitation will be revised via amendment to reflect the updated CMMC requirement. Bidders should pay close attention to the clarified submission instructions and requirements, particularly regarding resumes and CMMC assessments.

Amendment / Modification

This amendment modifies Solicitation FA830726RB033, dated 29 May 2026, to:

• Revise DFARS Clause 252.204-7021, "Contractor Compliance with the Cybersecurity Maturity Model Certification Level Requirements (NOV 2025)".

• Update Attachment 6, "Transmittal Letter".

• Section I - Contract Clauses: DFARS Clause 252.204-7021 has been updated with new definitions and requirements related to Cybersecurity Maturity Model Certification (CMMC) status, including conditional and final levels, and contractor obligations for reporting and subcontracts.

• Section J - List of Attachments: Attachment 6, "Transmittal Letter", has been modified. The original date was 04 May 2026, and the new date is 09 Jun 2026.

• The solicitation number has been updated from FA830726RB033 to FA830726RB0330001.

• The effective date of the amendment is 17 June 2026.

• Offers must acknowledge receipt of this amendment. Failure to do so may result in rejection of the offer. Bidders desiring to change an offer already submitted must do so via letter or electronic communication referencing the solicitation and amendment, received prior to the opening hour and date.

• The letter is for the RFP FA8307-26-R-B033, for the procurement of Communications Security (COMSEC) managerial support to the Colombia Joint Staff.

• Completed questionnaires must be submitted directly to the Government by a date to be filled in by the offeror.
• Electronic submission of questionnaires is permitted if encrypted.
• Instructions are provided for encrypted email submission, including contacting a specific POC (kriston.minor@us.af.mil) for certificate exchange.
• Information in the questionnaires is considered sensitive and will not be released to the offeror.
• Questions regarding the acquisition or questionnaire should be directed to the Government's POCs.
