Concrete and Aggregates Master BPA

Solicitation / RFP / RFQ

This solicitation seeks to establish Blanket Purchase Agreements (BPAs) for concrete and aggregates supplies for the Engineering Research and Development Centers (ERDC) facilities over the next five years. Orders will be issued via firm-fixed price BPA Call orders. The total pool capacity for all BPAs will not exceed $5,000,000.00, with an estimated total volume of $5,000,000.00. Individual requirements will not exceed the simplified acquisition threshold. There is no minimum guarantee for this agreement or for individual BPA calls.

• Furnish all management, materials, supplies, and transportation for concrete and aggregate needs.

• Supplies include, but are not limited to: ready-mix concrete (various strengths, mixtures for civil construction/maintenance), stone, sand, gravel (various gradations), crushed stone, limestone, rock, slag, and aggregates for erosion control.

• Delivery via mixer trucks to ERDC-designated work sites.

• Compliance with safety (EM 385-1-1, OSHA), environmental, and security requirements.

• Contract Type: Blanket Purchase Agreements (BPAs).

• Period of Performance: Five (5) years from award date or until the BPA limit of $5,000,000.00 is reached, whichever is earlier.

• Estimated Total Value: $5,000,000.00 (shared across awardees).

• Offer Due Date: July 17, 2026, 12:00 PM.

• Evaluation Factors: Offers will be evaluated based on Technical Capability (Corporate Capacity and Key Personnel), Past Performance, and Price. Technical Capability and Past Performance are of equal importance and combined are significantly more important than Price.

• Technical Capability: Assessed on demonstrated ability to execute BPA requirements, including a Blanket Purchase Agreement Call Execution Plan and relevant experience.

• Past Performance: Based on recent (within 5 years) and relevant contracts, evaluated for recency, relevancy, technical performance, cost controls, and schedule adherence.

• Price: Evaluated for reasonableness.

• This acquisition is set aside for Small Business.

• NAICS Code: 327390 (Ready-Mix Concrete Manufacturing).

• Size Standard: 500 employees.

• Attachments include: Pricing Schedule (Attachment 01) and Past Performance Questionnaire (Attachment 02).

• Offerors must be registered in SAM.gov prior to the quote due date.

• Questions must be submitted via email to kwamaine.d.clark@usace.army.mil up to ten (10) calendar days before the due date.

Instructions:

• The client completes the questionnaire and submits it directly back to the offeror.
• The offeror submits the completed questionnaire to the government with their proposal.
• Clients are encouraged to submit directly to the offeror, but direct submission to the government is also an option.
• The government reserves the right to verify all information.
• A section for additional remarks and a narrative addressing specific strengths, weaknesses, or other comments is provided.

Bidders will need to provide this form to their past clients to complete. The completed questionnaires will be submitted as part of their proposal to demonstrate past performance. The detailed evaluation criteria and rating definitions will help bidders understand what aspects of their performance are most important to the government and how they will be assessed.
