• Delivery Location: Mountain Home Air Force Base (MHAFB), specific drop-off to be coordinated.
• Technical Specifications & Submittals: Requires specific tests and documentation for Base Course and #4 Rock, including Sieve Analysis, Liquid Limit, Plastic Limit, Proctor Method C, Sand Cone Test, and Bulk Specific Gravity. Concrete requires submittals for Sampling, Temperature, Slump Test, Unit Weight Test, Air Content, and Creating Cylinders/Beams.
• Contract Changes: Government reserves the right to modify quantities.
• Non-Conforming Items: Contractor must stop delivery of non-conforming materials immediately.
• Installation Requirements: Includes provisions for site cleanup, incident reporting, security procedures, base access, operations security (OPSEC), and contractor responsibility for personnel well-being.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for concrete foundation materials. It constitutes the only solicitation, and a separate written solicitation will not be issued. The acquisition is a 100% Total Small Business Set-Aside, with the government intending to award a Firm Fixed-Price Contract.

The solicitation requests quotes for the following materials:

• Base Course: 0.75-inch minus Aggregate Base Course of D-1 Grading (500 Tons)
• #4 Rock: #4 Rock Crushed Concrete, Subbase aggregate material (410 Tons)
• Concrete: Readymix 4500 PSI, 6.5 SK, 20% Fly Ash, Non-pumpable (137 Cubic Yards)
• Concrete: 4500 PSI, 6.5 SK, 20% Fly Ash, Pumpable (163 Cubic Yards)

Delivery is requested by 8 May 2026 for aggregate and rock, and starting on or around 10 May 2026 for concrete.

• Contract Type: Firm Fixed-Price

• Period of Performance (Delivery): 15 April 2026 to 31 July 2026

• Delivery Hours: Monday through Friday, 6:00 AM to 6:00 PM (MDT)

• Payment Terms: NET 30

• FOB: Destination

• Quotes are due by 23 March 2026, 11:00 AM Local time (MDT).

• Quotes must be emailed to the Contracting Officer and Contracting Specialist listed on page 1.

• All solicitation amendments must be acknowledged or signed and returned.

• .zip files are not acceptable.

• Evaluation Factors: Price and Technical Capability. Technical capability will be assessed based on whether the proposed product/item meets or exceeds the minimum salient characteristics and specifications. Insufficient product data may result in a "Not Acceptable" rating.

• Offerors must hold prices firm for 60 calendar days from the quote receipt date.

• This acquisition is a 100% Total Small Business Set-aside.

• SB Size Standard: 500 Employees

• Offerors must be registered in the System for Award Management (SAM) database under the chosen NAICS (212321) prior to award to be eligible.

• A "Specifications Sheet" is attached and referenced for delivery details for concrete.

• Questions must be submitted by 2:00 PM MDT on 18 March 2026.

• Past performance data may be submitted if available.
