Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the construction of concrete mounting pads for vertical mills at the Rock Island Arsenal JMTC Plant Engineering facility.

• Construction of new concrete mounting pads (Areas 1-6) and repair/refurbishment of existing concrete areas (Areas 7-8).

• New concrete pads require a minimum of 5000-PSI strength.

• Installation of #5 rebar mesh, 6-8 inches from top and bottom surfaces.

• Use of 3/4" expansion joint material (BASF Sonolastic SL-1 or equivalent).

• Blending/sloping of new concrete pads to meet existing surrounding concrete with less than a 1% slope.

• Repair of cracks and damaged concrete in existing areas.

• Grinding and polishing of existing concrete to a 200-grit finish, including hardening.

• Specific mounting hole layouts for pads 1-3 are detailed.

• New concrete pads must be a minimum of 5000-PSI.

• Foundation must maintain no greater than 1/4-inch deviation across 10 feet.

• Surface appearance (color & texture) must be consistent across each pad; large floor grinders may be used for evenness.

• Concrete must be delivered in a plastic and workable condition, satisfactory for placement without added water or cement.

• Maximum haul times for concrete are specified based on temperature and whether a retarder is used.

• Work is to be performed at the Rock Island Arsenal JMTC.

• Demolition/jack hammering will occur on the 2nd shift (2:30 PM - 11:00 PM) or Saturdays.

• Framing, tying rebar, and pouring will occur during the day shift.

• Dust elimination using water during demolition and construction.

• Saw cutting around work areas requires cutting rebar flush with saw cuts.

• Repair of any damage to floor or underlying soil caused by construction.

• Removal of all debris according to local regulations.

• Exhaust from gas engines must be vented outside; catalytic converters are required on diesel engines.

• Contractor must coordinate gate pass and functionality with the Contracting Officer Representative (COR).

• Adherence to all standard safety rules and use of proper Personal Protective Equipment (PPE).

• Installation of one ground rod in a recess in the mounting pad, flush with the surface.

• Provision of a spotter/ground man for equipment/truck movements.

• Barricades around the job site under construction.

• Cleaning up the worksite after project completion.

• Compliance with all personal identity verification requirements and security protocols, including AT Level I awareness training and background checks.

• Return of all issued government access cards and badges.

• Briefing of all employees on the local iWATCH program.

• Compliance with Force Protection Condition (FPCON) changes.

• Subject to participation in the installation RAMP security program.

• Building columns and footings must be avoided and not disturbed.
