Scope of Work

The project involves the construction of new concrete mounting pads (Areas 1-6) and the repair/refurbishment of existing concrete areas (Areas 7-8) within the RIA-JMTC Plant Engineering facility. Key requirements include:

  • Construction of new concrete pads with a minimum 5000-PSI strength.
  • Installation of #5 rebar mesh, 6-8 inches from top and bottom surfaces.
  • Use of 3/4" expansion joint material (BASF Sonolastic SL-1 or equivalent).
  • Blending/sloping new concrete to meet existing surfaces with less than a 1% slope.
  • Repair of cracks and damaged concrete in existing areas.
  • Grinding and polishing existing concrete to a 200-grit finish, including hardening.
  • Specific mounting hole layouts for pads 1-3.

Work is to be performed at the Rock Island Arsenal JMTC. Demolition/jack hammering will occur on the 2nd shift (2:30 PM - 11:00 PM) or Saturdays, while framing, tying rebar, and pouring will occur during the day shift.

Performance Standards & Special Requirements

New concrete pads must maintain 5000-PSI strength and no greater than 1/4-inch deviation across 10 feet. Surface appearance must be consistent. Special requirements include dust elimination, saw cutting, debris removal, proper engine exhaust venting, coordination with the Contracting Officer Representative (COR) for gate passes, adherence to safety rules and PPE, installation of a ground rod, use of a spotter, barricades, and worksite cleanup. Contractors must comply with all personal identity verification, security protocols (AT Level I, background checks, iWATCH, FPCON, RAMP), and avoid disturbing building columns and footings. The Davis-Bacon Act Wage Determination IL20260001 Modification 5 applies.
