Quick Summary
The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research through a Sources Sought Notice (SSN) for a Blanket Purchase Agreement (BPA) to procure concrete testing services. This effort aims to identify qualified sources capable of providing rapid-response testing for USACE navigation projects across Pennsylvania, Ohio, and West Virginia. Responses are due by May 7, 2026, at 10:00 AM ET.
Scope of Work
The BPA will cover concrete testing services for 22 navigation locks and dams and 16 multi-purpose flood-damage reduction reservoirs within the Pittsburgh District. Services include, but are not limited to, temperature testing, air testing, slump testing, washout testing, cylinder casting, and compression strength testing. Mix design, refinement, and certification testing may also be required. The contractor will be responsible for furnishing all labor, equipment, devices, and materials, and performing work in accordance with specifications and applicable laws.
USACE is considering either a single regional BPA or dividing the district into northern and southern areas. An attached spreadsheet, "Propsed BPA Locations - Northern Southern.xlsx," details potential work sites in these regions, which is crucial for bidders to understand the geographic distribution of potential work.
