Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and install a complete, integrated, and fully functional audio-visual conference system at Ramstein Air Base, Building 528, Room 307.

• Services: Includes project management, logistics, de-installation of legacy equipment, professional installation and wiring of all hardware, system programming and commissioning, and on-site user training.

• Installation: Covers mounting of displays, cameras, speakers, and control panels; assembly of equipment racks; running and testing of all cabling (audio, video, control, network); and ensuring equipment is secure and professionally dressed.

• Programming: Involves programming the audio DSP for optimal speech intelligibility and the AV control system for intuitive, one-touch operation. Commissioning includes full functional testing of the integrated system.

• Hardware: Requires specific hardware including a control processor, 10.1-inch touch screen control panel, 86-inch UHD display, auto-tracking 4K camera, HDMI distribution amplifier, networked audio DSP, two-channel amplifier, column array speakers, tabletop microphone, secure KVM switch, USB switcher, rack hardware (PDU, power strip), and all necessary cabling.

• Installation must adhere to industry best standards.

• Audio system programming requires optimal speech intelligibility.

• Commissioning requires verification of seamless component integration, signal paths, control functions, and network connectivity.

• All work is to be performed on-site at Ramstein Air Base, Building 528, Room 307.

• Contractor is responsible for all travel, logistics, and associated costs.

• All components must be new and meet or exceed specified hardware requirements.

• User training must cover all aspects of system operation, including starting/stopping, source selection, camera control, and basic troubleshooting.

• KVM switch must be NIAP Protection Profile 4.0 and TAA compliant.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotes (RFQ) for a "Conference Room Upgrade." The procurement is being conducted using simplified acquisition procedures.

• The solicitation requires the vendor to provide "Equipment and shipping" (CLIN 0001) and "Installation at Ramstein Air Base, Germany" (CLIN 0002).

• Specific "salient characteristics" for the equipment are attached but not detailed in this document.

• Only new equipment will be accepted; re-manufactured or grey market items are not allowed.

• All items must include a manufacturer's warranty.

• Quotes must be provided in Euros.

• Installation of equipment will require base access.

• The contract will be a firm-fixed price contract.

• Delivery is expected 90 days upon receipt of order.

• Delivery is FOB Destination to Ramstein AB, Germany.

• Quotes must be submitted via email to A1C Micah Barkley (micah.barkley@us.af.mil) and Giuseppe Di Fede (giuseppe.de_fede.de@us.af.mil).

• The response date is 25 June 2026 at 10:00 AM Central European Time (CET).

• Questions regarding the solicitation must be submitted via email by 12:00 PM CET on 17 June 2026.

• Quotes must remain valid for 180 days from the RFQ close date.

• Evaluation will be based on Price and Acceptability (meeting minimum requirements and specifications).

• Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors.

• All firms must be registered and active in the System for Award Management (SAM) database to be considered for award.

• Non-U.S. companies require specific CAGE code information.

• The solicitation incorporates provisions and clauses by reference, including FAR 52.212-1, 52.212-2, and 52.212-4. Full text may be accessed electronically via Acquisition.gov.

• The Government reserves the right to reject any quotation received after the deadline.

• The Government may award without discussions but reserves the right to enter discussions if deemed appropriate.
