Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

Brookhaven National Laboratory (BNL), managed by Brookhaven Science Associates (BSA) for the U.S. Department of Energy, is soliciting proposals for a Confocal Super Resolution Microscope (SRM). This procurement seeks an advanced, fully integrated system with specific technical capabilities to support scientific research. Quotes are due by June 8, 2026, at 11:00 AM ET.

Scope of Work

The requirement is for a non-commercial Super Resolution/Confocal Optical Microscope system. The SRM must provide true confocal point scanning with a tunable white light laser (visible range), simultaneous multi-line operation, independent intensity control, and rapid microsecond-scale switching. It requires broadband spectral detection (400–850 nm) with multiple configurable channels, FLIM/FCS functionality, and analytical tools for functional parameter mapping and FRET. Super-resolution performance must include 2D and 3D STED nanoscopy across the visible spectrum, achieving approximately 30 nm lateral resolution. The instrument should operate within a unified software environment supporting automated calibration, lifetime fitting, super-resolution reconstruction, and compatibility with external analysis platforms.

Key deliverables include a Program Plan, Technical and Progress Teleconferences, Performance Reports, Preliminary and Final Technical Designs, Equipment Footprint and Laboratory Requirements, Manufacturing/Inspection/Test Plan, Installation Work Plan, Factory Acceptance Testing (FAT), Delivery of the Instrument, Site Acceptance Test (SAT) and Commissioning Report, and Training.

Contract & Timeline

  • Contract Type: Firm-Fixed Price
  • Anticipated Delivery: 36 weeks after contract award.
  • Key Milestones: Preliminary Technical Design (4th week after award), Final Technical Design (5th week), FAT (30th week), Delivery (32nd week), Commissioning and Training (35th week), End Item Documentation (35th week).
  • Set-Aside: This is a Full and Open Competition. The NAICS code is 334516 (Optical Instruments, Test Equipment, Components And Accessories) with a 1000-employee size standard. A Small Business Subcontracting Plan may be required for offers exceeding $750,000.
  • Quote Due Date: June 8, 2026, 11:00 AM ET
  • Published Date: May 22, 2026

Submission & Evaluation

Offerors must have previous experience fabricating and testing comparable super-resolution optical microscope systems and provide references for at least three successfully delivered electron microscope systems of similar complexity. A robust instrument service engineer network in the U.S. and an ISO 9001 certified Quality Assurance program are required.

Quotes must be submitted via email to the Buyer/Contracts Specialist, including the signed Quotation Pricing Sheet (Enclosure C). Award will be made to the responsive and responsible Offeror submitting the lowest total price and meeting all technical requirements.

Required forms include AMS Form 050 (Reps and Certs), AMS Form 043 (Quotation Pricing Sheet), Vendor ACH Authorization Form, and either a W-9 (Domestic Vendors) or W-8 (Foreign Vendors). Offerors must be registered in SAM.gov.

Additional Notes

Recent clarifications provide guidance on handling proprietary and confidential information: bidders can submit redacted versions, high-level summaries, or alternative documentation to demonstrate compliance without disclosing sensitive details. For "Not Applicable" requirements, bidders may respond with N/A and a brief explanation. Brookhaven is a tax-exempt entity, and the requirement is subject to FAR Part 25, Buy American Act.
