Following the assessment, the vendor shall provide a proposed improvement plan to enhance content delivery and ensure a "24/7" operational environment for Congressional members and staff.

Tasks

The scope is divided into three main tasks:

  • Task 1 – Existing System Assessment: Document existing CCTS equipment specifications, connectivity, data flow, and type at both primary and secondary head ends. This includes rack elevations, line diagrams, network diagrams, content source/delivery diagrams, and equipment age/part availability.
  • Task 2 – Comprehensive CCTS Improvement Plan: Provide a detailed report on proposed equipment upgrades/replacements, configuration, delivery, estimated cost, and impacts. This plan should address increased resiliency, security (firewall), efficiency via IP networks, content procurement methods (IP streaming, satellite), secondary audio programming, streaming content to mobile/smart TVs, and integration of FAST channels. It also covers improvements to QAM 256 delivery and sourcing/modulating FM frequencies.
  • Task 3 – Comprehensive CCTS Control Room Upgrade Plan: Detail equipment upgrades/replacements, configuration, delivery, estimated cost, and impacts for the control room at the Russell Senate Office Building. This includes full control of networked devices, system alerts, multi-source/destination viewing, KVM capabilities, and visibility into network/equipment status.

Safety protocols, including hard-hats, eye protection, and appropriate clothing, are mandatory.
