• Option Period 4: 05/09/2030 to 05/08/2031

This acquisition is a 100% small business set-aside. Offerors must comply with various small business representations and certifications.

Statement of Need

To procure a subscription to a web service that provides email alerts and timely, searchable information on congressional news, schedules, the policy-making process (including the federal budget and appropriations process), legislative tracking, the Congressional Record, congressional member profiles, and a document manager.

• Subscription for six (6) licensed users in NOAA OAR, with onsite or virtual training and support.

• Ability for users to create and update personal search lists (e.g., bill numbers, laws, members, floor votes, committees) for email alerts, reports, and searching.

• Ability for users to create and update customized email alerts based on interest areas and delivery preferences.

• Ability for users to annotate documents, create personal folders, and save documents for future reference.

• Continuous, comprehensive, and nonpartisan reporting on major congressional activity, including floor activity, markups, hearings, and conference committee negotiations, with transcripts.

• Advanced tracking of events and congressional hearings on Capitol Hill, with searchable archives dating back to the 1990s.

• Full-text, searchable database of committee and subcommittee hearing transcripts dating back to the 1990s.

• Online weekly publication with in-depth stories on the congressional policy-making process.

• Access to comprehensive biographies of every member of Congress, including detailed background, district information, voting history, and contact details.

• Searchable database of all bills introduced in Congress since the 1990s, with various versions.

• Database providing status and chronologies of every bill in Congress dating back to the 1990s, with tracking of appropriation and authorization bills.

• Full-text, searchable database of the official Congressional Record dating back to the 1990s.

• Daily electronic newsletter analyzing the federal budget and appropriations process.

• Full-text database of public laws dating back to the 1990s, with full text of all public laws dating back to 1807.

• Ability to track the impact of pending bills on current law and compare bill versions.

• Six (6) licenses provided upon award.

• Weekly progress reports.

• Twelve (12) months from date of award, with four consecutive one-year options.

• Predominantly from the contractor's own site (web-based service).

• Staff willing to provide virtual training or travel to Silver Spring, Maryland, for training.
