Sole Source Justification
Market research conducted by OAQ and ERO determined that the State of Connecticut Department of Emergency Services and Public Protection is the only responsible source capable of providing access to the statewide emergency communication service offered by the COLLECT system. No other agency or provider offers these specific services, which are established by the State of Connecticut to enable law enforcement agencies to identify and locate criminal aliens.

The Government reserves the right to cancel the sole source award based on responses received.
