Key Requirements

  • NIST SP 800-171: Contractors (awardees) must have a current NIST SP 800-171 assessment (not more than 3 years old) as detailed in DFARS 252.204-7019, unless items are Commercial Off The Shelf (COTS). COTS items are exempt, but must be identified to the Contracting Officer during the solicitation period.
  • Packaging & Marking: Items must be prepared for delivery in accordance with ASTM-D-3951. Prohibited packing materials include asbestos, excelsior, loose fill polystyrene, newspaper, or shredded paper. Non-manufactured wood packing must be heat treated and certified. Shipments not via small parcel service must be on pallets. Marking must comply with ASTM-D-3951, including NSN/FSN or part number, nomenclature, quantity, contract/order number, contractor name/address, and destination.
  • Unique Item Identification (UID): Required for items with a unit acquisition cost of $5,000 or more, or as otherwise identified.
  • Invoicing: Invoices and receiving reports must be submitted electronically via Wide Area Work Flow (WAWF).

Submission & Evaluation

  • Submission Method: Electronic submission of quotes is available through the SAM website. However, a signed and completed solicitation package, including the SF-30 amendment, must be submitted via email to david.dominguezjr@dla.mil to be deemed responsive.
  • Required Information: Quotes must include contractor information and CAGE code (Page 1 BLK 17a), Contractor's POC (Section A. A1 – 1), quote details (Section B), Manufacturer’s Name, Address, and Country of Manufacturing (Section B. K21), Lead Time and/or Delivery Date (Section F), and applicable boxes checked in Section K (52.204-24 (d)(1) and (2)). Page 1, box 28 must be read, and boxes 30 a, b, and c must be signed.
  • Evaluation Criteria: Proposals will be evaluated based on Technical, Past Performance, and Price. Technical and Past Performance are considered more important than price. The Supplier Performance Risk System (SPRS) will be utilized for past performance evaluation. Offers must be technically acceptable to be considered for award.
  • Eligibility: Offerors must be registered in the System for Award Management (SAM). Contractors requiring base access will need a Defense Biometric Identification System (DBIDS) credential.
