Solicitation / RFP / RFQ

• Evaluation Factors: The evaluation will be based on the following factors, ranked in order of importance:

  1. Price
  2. Technical Capability
  3. Delivery

• Technical Capability: Evaluated on an Acceptable/Unacceptable basis. Quotes must demonstrate adherence to technical specifications and provide exact items requested. Unacceptable technical capability will result in the price factor not being evaluated.

• Price: Only quotes with an "Acceptable" technical capability will be evaluated for total price reasonableness. The lowest priced technically acceptable offeror will be selected.

• Delivery: Quotes must meet the required Delivery Date (RDD) or propose the nearest alternative.

• Contractor Responsibility: Potential contractors will be screened for responsibility in accordance with FAR 9.104.

• Award Basis: Lowest Price Technically Acceptable (LPTA).

• Single Award: The Government reserves the right to make a single award.

• Evaluation Process: Offers will be evaluated without exchanges with vendors. Initial quotes should contain the vendor's best terms. Partial quotes or quotes received after the closing date will not be accepted.

• Terms and Conditions: Quotes must comply with the RFQ's terms and conditions, as well as statute and regulation. Vendor-specific or OEM-specific terms and conditions that conflict with these may be deemed unacceptable.

• Options: If options are included, the total price for all options will be added to the basic requirement for evaluation purposes. The Government is not obligated to exercise options.

• Small Business Representations: The document includes provisions for offerors to represent their status as small businesses, including specific categories like EDWOSB, HUBZone, SDVOSB, and WOSB. Joint venture representations are also required.

• NAICS Code and Size Standard: Specific fields are provided for the North American Industry Classification System (NAICS) code and the small business size standard.
