Quick Summary

The Department of the Navy, specifically NAVSUP Weapon Systems Support Mech, is seeking proposals for the manufacture and delivery of CONNECTOR,THRU-HULL (Hull Penetrators). This solicitation is for critical Level I/SUBSAFE material used in shipboard systems, requiring stringent quality control and testing. An amendment has dissolved the previous set-aside, making this an unrestricted opportunity. Proposals are due by January 30, 2026.

Scope of Work

This opportunity involves the manufacture and design of Hull Penetrators, specifically Electric Boat (EB) Specification 2982 Revision F, for SSN 688 Class Vertical Launch Systems. The material is designated as SPECIAL EMPHASIS (Level I, Scope of Certification, or Quality Assured) due to its critical role in shipboard systems, where failure could lead to serious personnel injury, loss of life, or loss of the ship.

Key Requirements

  • First Article Approval (Government Testing): Required, including destructive First Article Testing (FAT) of two units, which will not be delivered against the contract quantity.
  • Material Specifications: Parts such as the Body, Nut, and Washer must use QQ-N-286 material. Repair welding is not permitted on QQ-N-286 material.
  • Testing & Certification: Extensive certifications are required for Quality Conformance/Compliance, Non-Destructive Tests (NDT), Ultrasonic Inspection, Dye Penetrant Inspection, and Annealing/Age Hardening. Slow Strain Rate Tensile Tests must be performed by approved laboratories.
  • Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (amplified by contract) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025. An alternate system per MIL-I-45208 with MIL-STD-45662 is acceptable. Government Quality Assurance (GQA) at source is required.
  • Traceability: Critical for Level I/SUBSAFE systems, requiring unique traceability numbers on materials, direct linkage to chemical/mechanical analysis, and maintenance through all processes.
  • Welding/Brazing: Must adhere to specific standards (S9074-AR-GIB-010A/278, 0900-LP-001-7000, S9074-AQ-GIB-010/248).
  • Other: No molybdenum disulfide thread lubricants. Internal threads must be cut, not cold formed. Mercury-free materials are mandatory.
  • Delivery Schedule: Certification data CDRLs are due 20 days prior to scheduled delivery, PNSY review within 6 working days, and final material delivery 365 days after the contract effective date. This is a "DO" rated order under DPAS.
