Evaluation

The AOC, a Legislative Branch agency not subject to the FAR, will procure services in accordance with the AOC Contracting Manual section 9.1 Negotiated Acquisitions. The selection process will be a full and open, competitive source selection. Award will be based on a tradeoff process decision as per AOC Order 34-1, Section 9.1.2.(a), allowing for award to other than the lowest priced or highest technically rated offeror. The AOC intends to award one contract to a responsible offeror registered in SAM.gov whose proposal conforms to all requirements.
