Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for non-personal services to support Army Community Services (ACS) Consolidated Services at USAG Italy. The goal is to facilitate ACS's ability to provide comprehensive, coordinated, and responsive services that enhance mission readiness, improve quality of life, and support Soldiers, Department of the Army Civilians, and Families, particularly during Permanent Change of Station (PCS) moves.

The contractor will provide support for the following six functions:

• ACS Lending Closet: Providing essential household items for temporary use.

• Front Desk: Assisting with general inquiries, administrative coordination, and managing facility scheduling.

• Bilingual Support Services: Bridging language gaps with Italian and English translation and interpretation.

• Orientation Tour Operator: Conducting tours to promote understanding of Italian history, customs, and culture.

• Italian Language Instructor: Providing structured language courses and cultural immersion.

• English as a Second Language Instructor: Providing English language instruction.

• A Quality Control Plan (QCP) must be developed and maintained by the contractor.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Specific performance standards and acceptable quality levels (AQLs) are detailed in Attachment 1 (Performance Requirements Summary).

• The PWS is dated June 2025.

• Work will occur throughout USAG Italy installations, including Vicenza and Livorno, and surrounding areas.

• Personnel: Key personnel include a Contract Manager and alternate with at least two years of experience and fluency in Italian and English (Level 4).

• Training: Contractor employees must complete Anti-Terrorism (AT) Level I, OPSEC Level I, iWATCH, PII, and TARP training within specified timelines.

• Security: Background checks are required for all personnel working with youth under 18. Access to installations requires meeting security criteria and obtaining necessary clearances and passes.

• Reporting: The contractor must submit various reports, including QCP, work plans, training certificates, and monthly statistics, to the Contracting Officer's Representative (COR).

• Holidays: Work is not permitted on U.S. or Host Nation holidays unless directed otherwise. Deadlines falling on holidays will shift to the preceding workday.

• Operating Hours: Specific operating hours are defined for each functional area, with flexibility for the government to adjust contractor support hours with advance notice.

Solicitation / RFP / RFQ

This is a pre-solicitation notice for non-personal services to consolidate Army Community Services (ACS) requirements at U.S. Army Garrison (USAG) Italy, Vicenza. The purpose is to provide potential offerors advance notice of the anticipated Performance Work Statement (PWS) and evaluation criteria to facilitate proposal preparation.

The contractor will provide comprehensive, integrated ACS support functions at Caserma Ederle in Vicenza, Italy. Key functional areas include:

• ACS Lending Closet Management

• Front Desk Administrative Support

• Bilingual Support Services (English/Italian)

• Orientation Tour Operations

• Italian Language Instruction

• English as a Second Language (ESL) Instruction

• Contract Type: Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ)

• Pricing Structure: Firm-Fixed-Price (FFP)

• Period of Performance: Five (5) year ordering period

• Estimated Value: €500,000 to €1,000,000 for the five-year period.

• The solicitation will likely use a best value tradeoff process (FAR Part 12 and 13.5).

  • Program Management (Experience in similar ACS services, OCONUS workforce management, and Recruitment/Retention plan)
  • Price (Reasonableness and completeness)

• The official RFP is anticipated to be released on or about 2 February 2026 via SAM.gov.
