Purpose
This Sources Sought notice serves as market research to identify vendors with the resources and interest to fulfill a requirement for the supply, delivery, and associated services for various industrial gases. The government will use the gathered information to refine its acquisition strategy and determine industry capabilities for a potential future contract.
Scope of Work
The anticipated requirement includes a base year and up to four option years. The contractor will be responsible for:
- Supply and Delivery: Cryogenic liquid and compressed gases, including Liquid Argon, Gaseous Nitrogen (various pressures), Liquid Nitrogen, Propane, Helium, Hydrogen, Oxygen, and P5. Specific quantities and types are detailed in the proposed CLIN Structure.
- Services: Inspection and repair for bulk tank gases (up to $8000 annually), delivery, connection, and transfer of materials to Government-owned storage vessels.
- Equipment: Installation and rental of a 500-gallon bulk propane tank and associated equipment.
- Logistics: Documentation of servicing, liquid delivered, and quantity. Potential use of telemetry tracking systems for automatic fills. Responsibility for "Hot Fills" based on cause. The place of performance is NUWC Keyport, Washington, and NUWC Keyport Annex, Bangor TRF, with services required Monday through Friday, 0800 to 1500.
Submission Requirements
Interested parties must complete the attached "Questions for Industry" word document questionnaire and return it via email to john.p.gathu.mil@us.navy.mil by the response date. Attachments include a Statement of Work and a proposed CLIN Structure for reference. Important: Do not include any classified, controlled unclassified, or Arms Export Controlled documents or information. Contractors are required to adhere to Operations Security (OPSEC) requirements detailed in the NAVSEA OPSEC Guide for Contractors.
