Scope of Work
The project involves the comprehensive construction of a community parking lot at USAG Humphreys, Area 3. The scope is divided into:
- Civil Work: Includes the removal of existing AC pavement, concrete structures, trees, and wheel stops. New construction will involve AC pavement with base/sub-base, concrete sidewalks, curbs, curb & gutter, inlets, and ditches. Earthwork, road marking, adjustment of utility elevations, and planting of trees and sodding are also required.
- Electrical Work: Encompasses the installation of exterior lighting fixtures and poles, electrical manholes, new electrical power lines, panel boards, lighting contractors, and photocells. It also includes the replacement of existing transformers and lines, installation of new manholes and splice kits, and underground cable lines. Removal of existing electrical infrastructure and restoration of affected areas are part of the work.
All work must adhere to attached drawings and specifications, including the "Standard Technical Specifications for O&MA Projects, Korea, Revision 1".
Contract & Timeline

Submission & Evaluation

Special Requirements & Notes
- Site Visit: A site visit is strongly recommended for all eligible MATOC offerors, scheduled for May 18, 2026, at 1030 KST at the Walking Gate at USAG Humphreys.
- Contractor Responsibilities: The contractor is responsible for providing all labor, tools, equipment, supplies, and resources. Compliance with "GENERAL PROVISIONS" and "SPECIAL CONDITIONS" for Fixed Price Construction Contracts is mandatory.
- Mandatory Training: Contractor employees must complete Antiterrorism (AT) Level I training, adhere to access and general protection/security policy, and complete iWATCH training. Operations security compliance is also required.
- Coordination: Written permission from the COR is required prior to starting civil, mechanical, and electrical work, with a request submitted at least ten (10) working days in advance. Utility cutovers and interruptions must be coordinated with the COR and conducted after normal working hours or on weekends/holidays, unless otherwise directed.
- Documentation: Required submittals, such as the progress schedule and submittal register, are due within 5 working days after the Notice to Proceed. Record drawings (As-Built) must be delivered at final acceptance.
- No-Offer Letter: Offerors unable to submit a proposal must submit a "No-Offer Letter" by the closing date and time.
