Statement of Work (SOW) / Performance Work Statement (PWS)

To perform infrastructure upgrades at the Corporal Michael J. Crescenz VA Medical Center (CMCVAMC) in Philadelphia, PA, to support the new Electronic Health Records Modernization (EHRM) system.

• Complete all construction work as detailed in the 100% bid design drawings, specifications, and project manual.
• Impacted buildings: 1, 2, 3, 21, and 30.
• Work includes relocation, reconfiguration, expansion, and renovation of existing rooms and telecommunication closets, involving new walls, doors, and finishes.
• Compliance with VA “Infrastructure Standard for Telecommunications Spaces (ISTS) V4.0, June 1, 2023, and VA Physical Security Design and Resiliency Manual (PDRSM) is required.
• Bid work includes General Construction, Structural, Mechanical/HVAC, Plumbing/Fire Protection, Electric, Information Technology, and Civil trades.

730 calendar days from the issuance of the Notice to Proceed (NTP).

• Working Hours: Primarily 5:00 PM to 5:00 AM ET, Monday through Friday. Weekend and off-hours work require prior written approval from the VA COR and CO, with at least seven (7) days' notice.
• Safety and Security: Contractor personnel require PIV badges, must display them at all times, and adhere to all OSHA, EPA, NFPA Life Safety Codes, and VA/CMCVAMC safety policies. Appropriate PPE is mandatory. Permits for hot work, confined space, etc., must be coordinated with VA Safety personnel.
• Site Access & Coordination: Coordinate access with CMCVAMC FMS staff. Avoid interference with patients or employees. Notify COR/FMS Chief Engineer immediately of any inoperable or hazardous systems.
• Parking & Storage: Limited on-site parking and storage. Large dumpsters are not permitted; Tommy Carts or equivalent are required and must be labeled.
• Infection Control: ICRA protection is mandatory and determined by project design. No work until ICRA barriers are erected, inspected, and accepted. Obtain applicable ICRA permits. Daily worksite cleanliness is the Contractor's responsibility.
• Utility Shutdowns: Submit requests in writing to VA COR at least 15 business days in advance using the CMCVAMC FMS Utility Shutdown Request Form. Lock-Out/Tag-Out (LOTO) procedures must comply with CFR 1910.147 App A.
• Environmental: Follow all EPA, DOT, DEP, and local regulations for waste generation and disposal. Contractor is responsible for "cradle to grave" waste management. Hazardous waste manifests are required for transport. Secondary spill containment is mandatory for all liquids. Contractor is responsible for all costs associated with spills, damages, fines, or penalties due to non-compliance.
• Allowances: Include a separate line item in the bid for a 15% WAO overage allowance.
