Scope of Work

The awarded contractor will complete all construction work detailed by the 100% bid design drawings, specifications, and project manual. This includes relocation, reconfiguration, expansion, and renovation of existing rooms and telecommunication closets within Buildings 1, 2, 3, 21, and 30. Work involves new walls, doors, and finishes, complying with VA “Infrastructure Standard for Telecommunications Spaces (ISTS) V4.0” and the VA Physical Security Design and Resiliency Manual (PDRSM). The project encompasses General Construction, Structural, Mechanical, HVAC, Plumbing, Fire Protection, Electric, Information Technology, and Civil trades.

Due to occupied work areas, construction must occur between 5 PM – 5 AM ET, requiring daily movement of materials and equipment. Project phasing will be necessary. Hazardous materials abatement (Asbestos-Containing Materials and Lead-Based Paint) is also part of the scope, requiring careful planning and execution.

Contract Details

  • Contract Type: Firm-Fixed-Price

  • Subcontracting: Compliance with VAAR 852.219-75 "Limitations on Subcontracting" is mandatory, requiring a certification that no more than 85% of the general construction contract amount (excluding materials) will be paid to non-SDVOSB/VOSB firms.
