Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade the infrastructure on the VAPHS University Drive VA campus to support the new Electronic Health Records Modernization (EHRM) system.

• Construction work to facilitate modifications at multiple existing buildings (Buildings 1, 5, 8, 29, 30, 33, and site).

• Upgrade approximately 3,030 SF of existing space and add 11,600 SF of new tower space.

• Includes construction of new towers, renovation of existing rooms and telecommunication closets (relocation, reconfiguration, expansion).

• Work encompasses General Construction, Structural, Mechanical and HVAC, Plumbing and Fire Protection, Electric, Information Technology, and Civil trades.

• Bid work will be based on "EHRM Infrastructure Upgrades" Drawings and Specifications by AWEN Solutions (dated June 13, 2025) and must comply with VA "Infrastructure Standard for Telecommunications Spaces (ISTS) V4.0" (dated June 1, 2023).

• VA Physical Security Design and Resiliency Manual (PDRSM) requirements must be incorporated.

• All work, including installation, testing, balancing, and commissioning, shall be completed within 730 calendar days from receipt of Notice to Proceed.

• Construction will occur in occupied areas, requiring phasing.

• The project will be solicited as an RFP.

• Areas of disturbance will be occupied by staff or patients, necessitating phased construction.

This is a Request for Proposal (RFP) for EHRM Infrastructure Upgrades at the University Drive, Pittsburgh, PA VA Medical Center. The estimated magnitude for this project is between $50,000,000 and $100,000,000.

• Complete the EHRM Infrastructure Upgrades project in accordance with provided drawings and specifications.

• The project must be completed within 730 calendar days after the contractor receives the Notice to Proceed.

• Contract Type: Firm-Fixed-Price

• Period of Performance: 730 Calendar Days after receipt of the Notice to Proceed.

• Estimated Magnitude: $50,000,000 - $100,000,000

• Proposals must be submitted in three volumes: Volume I (Technical), Volume II (Price), and Volume III (Administrative).

• Each volume must be sent as a separate email attachment (searchable PDF).

• Submission Deadline: July 24, 2026, 4:00 PM ET (as specified in Block 13 of SF 1442).

• Evaluation Method: Lowest Price Technically Acceptable (LPTA).

• Evaluation Factors: Factor 1: Project Experience (Technical), Factor 2: Price.

• A rating of ACCEPTABLE is required for Factor 1 to receive consideration.

• This solicitation is advertised as unrestricted and open to all interested parties.

• A site visit is scheduled for July 1, 2026, at 10:00 AM ET.
