Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the work required to construct a new water control stoplog structure to replace an aging existing structure within a man-made canal at the Harrison Lake National Fish Hatchery. The new structure will facilitate improved hydrologic control of the canal for delivering surface water to fish rearing ponds.

• Environmental Permitting: Coordinate with Virginia Department of Environmental Quality (VA DEQ) and U.S. Army Corps of Engineers (USACE) to obtain necessary permits, including a Virginia Water Protection (VWP) Permit and a Section 404 Nationwide or Individual Permit. Prepare a Stormwater Pollution Prevention Plan (SWPPP).

• Demolition and Replacement: Demolish the existing water control structure. Construct a new concrete water control structure, adhering to industry standard best practices and materials. This includes mobilization, installation of perimeter controls and BMPs, water control measures, formwork, reinforcing rebar, concrete pouring and curing, and restoration of the construction footprint with native soils and seed mix.

• Hatchery Operations: The Contractor must coordinate with the Hatchery Manager to minimize interference with ongoing hatchery operations. No work shall contaminate the water supply or harm fish.

• All work must comply with applicable federal and Virginia state environmental regulations, industry standard best practices, and relevant building codes.

• Turbidity and water quality shall be monitored during construction.

• The Contractor is responsible for water control design.

• Location: Harrison Lake National Fish Hatchery, Charles City, VA.

• Period of Performance: To be completed no later than 240 calendar days from the Notice to Proceed. The Period of Performance may vary due to environmental permit requirements.

• Anticipated Award: September 2025, with a firm-fixed price contract.

• Safety: Contractor must adhere to all applicable OSHA standards, Federal, State, and Industry standards, and nationally recognized safety codes.

• Inadvertent Discovery: Procedures are in place for handling the discovery of cultural materials.

• Submittals: Required submittals include a construction schedule, water control design, concrete mix design, concrete slump and strength test results, rebar and water stop manufacturer information, and aggregate gradations. Environmental permit packages and compliance documentation are also required.
