Sources Sought Questionnaire

This document is a sources sought questionnaire issued by the Federal Bureau of Prisons (FBOP) at the Federal Medical Center (FMC) Carswell in Fort Worth, Texas. The FBOP is conducting market research to identify responsible entities capable of providing all necessary materials and related components to construct a powerhouse bathroom. This questionnaire is for informational purposes only and the described requirement may or may not be included in a subsequent solicitation.

• Requirement: Construction of a powerhouse bathroom, including all necessary materials and related components.

• NAICS Code: 332311 - Prefabricated Metal Building and Component Manufacturing. The small business size standard is 750 employees or fewer.

• Response Deadline: Responses must be received no later than May 8, 2026.

• Submission Method: E-mail responses to a3rivera@bop.gov.

• Capability to provide materials and components for a powerhouse bathroom.

• Firm's business size (small or large) based on the specified NAICS code.

• Compliance with FAR 52.219-14 "Limitations on Subcontracting."

• Eligibility for specific small business programs (8(a), Women-Owned, HUBZone, Veteran-Owned, Service-Disabled Veteran-Owned).

• Estimated time to complete the project (calendar days).

• Estimated time needed to prepare a proposal (15, 21, 30, or 45 days).

• Timeframe to begin repairs after contract award (considering security clearance investigations).

• Firm's contact information (Name, Address, Point of Contact, Phone, E-mail, UEI Number).

• The resulting solicitation, if issued, will be distributed solely through the SAM.gov website. Hard copies will not be available.

• Interested parties are responsible for monitoring SAM.gov for the most current information.

• Contractors must be registered in the System for Award Management (SAM) to be eligible for award. SAM registration must reflect the correct business size and NAICS code for this acquisition.

Specifications / Attachment

This document provides detailed specifications for the construction of a single-use, 8'x8'x8' exterior restroom prefabricated bathroom to be assembled by the client at FMC Carswell. The supplier is responsible for providing the prefabricated unit and installation instructions.

• Structure: Class A exterior walls rated for 115 mph wind loads, 3" thick composite sandwich panels with 24-gauge galvanized steel facings. Panels must have formed edge connectors for friction locking without mechanical fasteners.

• OSB: 1/2" OSB included for hanging bathroom fixtures.

• ADA Compliance: Booth must conform to ADA Standards. Site conditions may require recessing into a concrete pad or providing ADA ramps (by others). Specific requirements for accessible control booths include service window height, door clear width, turning space, work surface clearance, and operable parts height.

• Insulation: Polystyrene core with specified shear strength (18-22 PSI), shear modulus (280-320 PSI), water absorption rate (<4%), STC Value (32), and R-Value (11).

• Roof: 12:12 pitch panelized shed roof with 3" overhang, 102 sq ft, 3" thick composite sandwich panels.

• Door: 20-gauge insulated steel flush door (36"W x 84"H x 1 3/4" thick) with specific construction and hardware requirements. Lever sets are passage, non-locking. Includes door closer.

• Plumbing: Includes one white china toilet with tank and molded seat, and one white china lavatory sink with dual control faucet. Final plumbing connection to waste and supply lines are by others.

• Electrical: Surface-mounted electrical package with #12 Ga. Min copper wiring in 1/2" EMT. Includes one wall switch, one duplex receptacle, one exterior LED flood fixture, and one interior LED fixture. A 125 AMP Single Phase 120/240 volt main lug load center is required. The electrical system must meet National Electrical Code (NEC) requirements.

• All supplies and materials must be submitted with full product detail sheets and specifications.

• Reference drawings (Site Plan, Floor Plan, Slab Layout, Project Photos) are provided for general information.

• Construction-related deliveries are received between 7:30 AM - 2:30 PM, Monday - Friday, excluding federal holidays.

• Final plumbing connection to waste and supply lines are by others.

• Final tie-in and Data/Communications are by others.
