Quick Summary

The Federal Deposit Insurance Corporation (FDIC) is soliciting proposals for a Construction Cost Estimation Tool Software Subscription (RSMeans or equal). This requirement seeks a cost estimation software/dataset that can directly integrate with the FDIC's IBM TRIRIGA application to support facilities and construction cost projections nationwide. This is not a Small-Business Set-Aside, and responses are requested from all sources. Proposals are due October 27, 2025, by 12:00 PM ET.

Scope of Work

The FDIC requires an annual Uniformat-based RSMeans or equivalent data set. Key requirements include:

  • Data Integration: Direct integration with IBM TRIRIGA via weekly API calls (preferred) or manual upload (CSV format). APIs must be RESTful, JSON, secured with SSL/TLS, and use industry-standard authentication.
  • Data Currency: Data must be updated at least every three months, with options for more frequent updates during volatile economic periods.
  • Data Structure: Preferred Omniclass; Uniformat is an alternative.
  • Content: Must include Facility Construction Cost Data, Facility Maintenance and Repair (FMR) data, Full Assemblies Data, Supplemental Information (e.g., City Cost Index, Historical Cost Index), Predictive Cost Data, and at least three years of historical data. Labor data must align with Department of Labor standards (e.g., Davis Bacon).
  • Support: The contractor must provide up to two training events and ongoing support, including troubleshooting.
  • Users: Support for at least 20 concurrent users in TRIRIGA.

Submission & Evaluation

Proposals are due by October 27, 2025, at 12:00 PM ET, and must be emailed to Nia Holloway at nholloway@fdic.gov. A complete proposal consists of four volumes: Technical (including oral presentation and demonstration files), Pricing (using Attachment B-1), Terms & Conditions (including signed Attachment J-1 FDIC Rider), and Additional Information (Representations & Certifications, Post-Government Employment Certifications, Exceptions to T&Cs). Evaluation will follow a Best Value approach, with Technical Capability and Price being equal in importance. The award will be made to the Lowest Price Technically Acceptable (LPTA) proposal.

Important Notes

The FDIC is not subject to the Federal Acquisition Regulation (FAR). The J-1 FDIC Rider March 2025 document amends standard Commercial Supplier Agreement terms to comply with Federal law and FDIC requirements, which bidders must review. Floor plans for the FDIC - Ecker Square building (Attachment J-2) are also provided.
