Sources Sought / Request for Information (RFI)

This notice is a combined Sources Sought and Request for Information (RFI) from the U.S. Department of Housing and Urban Development (HUD). HUD is conducting market research to identify qualified small business contractors capable of providing nationwide construction inspection, quality assurance, and project oversight services. This RFI aims to help HUD determine its acquisition strategy, including potential small business set-asides, and to understand contractor capabilities, staffing, and approaches.

HUD requires services for various construction projects, including Section 223(f) Application Phase Inspections, Pre-Construction Conferences, New Construction and Substantial Rehab, Section 223(f) Repairs, and Guarantee/Warranty Inspections. Deliverables include various reports and documentation, adhering to Quality Control Plan (QCP) requirements and electronic submission standards. Services are limited to construction phases at project sites across five defined regions: Northeast, Southeast, Midwest, Southwest, and West.

Vendors are requested to provide detailed information on:

• Company Information: Name, address, DUNS/UEI, GSA MAS contract details, small business designations, and years in business.

• Experience/Past Performance: Relevant federal projects (last 5 years), experience with HUD inspections, references, number of inspection personnel, and geographic coverage capability.

• Technical Approach: Methodology for PWS deliverables, QCP implementation, timeliness, electronic submission compliance, internal feedback mechanisms, and teaming arrangements.

• Capacity/Staffing: Number of full-time inspection personnel per region, ability to mobilize, and project management staff qualifications.

• Optional Pricing Approach: High-level pricing strategy and any cost efficiencies.

Performance Work Statement (PWS)

This PWS outlines the requirements for Construction Inspection Services for the U.S. Department of Housing and Urban Development (HUD) Office of Multifamily Housing. The primary goal is to support HUD's initiative to improve quality of life by ensuring the quality of construction and rehabilitation of multifamily housing projects, thereby assisting HUD in managing construction period risk and approving the release of loan funds.

The contractor will conduct onsite inspections of new construction and substantial rehabilitation of multifamily housing projects. Services include reviewing change orders, contractor requisitions, construction schedules, and requests for permission to occupy. The contractor will provide HUD with necessary field data for informed decision-making during the construction/rehabilitation phase of HUD multifamily mortgage insurance underwriting and capital advance programs.

Key performance standards include timely submission of inspection reports (HUD-95379) with required documentation and photos (95% deficiency-free within five business days of inspection). Incentives and disincentives are tied to meeting these performance standards.

The period of performance is five years (Base Year + Four Option Years). Services will be performed at construction sites across five designated regions in the United States: Northeast, Southeast, Midwest, Southwest, and West.

Contractors must maintain updated knowledge of HUD policies, handbooks, and forms (e.g., MAP Guide). Key personnel include a Project Manager and alternate, who must meet specific experience requirements. The contract is for non-personal services, meaning the government will not supervise contractor employees. The contractor is responsible for all travel costs. Transition-in and transition-out services are required to ensure continuity.
