This Sources Sought notice is issued by the U.S. Air Force to query the market for potential interested, capable, responsible, and qualified business offerors for construction materials and heavy equipment rental at RAAF Curtin, Australia. The government is collecting market data to understand vendor capabilities in accordance with FAR Part 10.

The government is seeking vendors capable of supplying the following items:

Construction Materials:

• MAAS/BAK-12 Pad Rebar (various sizes and quantities)
• MRES/HWFB Pad Rebar (various sizes and quantities)
• 342 cubic meters of concrete (300 PSI strength)
• 549 cubic meters of 250-micron plastic sheeting (4-meter wide rolls)
• 30 Gallons of concrete cure (resin based)
• 1 Gallon of concrete bonding compound

Heavy Equipment Rental:

• Wheeled Excavator (~14t) with minimum 5-meter digging depth (rubber track option acceptable if runway transition is needed without damage)

• Attachments for Excavator: Smooth Bucket, Toothed Bucket, "Elephant Foot" Plate Compactor, Jackhammer

• Wheeled Loader (~15t) with 1.8-3 m³ bucket (rubber track option acceptable if runway transition is needed without damage)

• Compact Track Loader (CTL) with bucket

• Attachments for CTL: Fork Lift, Jack Hammer, Sweeper/Broom

• Road Grader (12-18 foot blade)

• Water Truck (10,000 – 14,000 liters capacity)

• Dump Truck (5 m³ capacity, rear tipper)

• The anticipated award is a Firm Fixed Price (FFP) contract.

• Delivery is to RAAF Curtin Broome IAP, Western Australia.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the objectives for the repair and replacement of concrete equipment pads used for the Mobile Aircraft Arresting System (MAAS) on both ends of Runway 11-29 at Royal Australian Air Force (RAAF) Base Curtin.

• Procurement of Heavy Equipment and Attachments (Dry Hire): Required for eight weeks, including delivery, mobilization, transport, recovery, and demobilization. Equipment must be fully fueled upon delivery.

• Procurement of Rebar: Pre-bent rebar and 923 rebar chairs as per design specifications (Attachment 2). Contractor is responsible for delivery and transport costs.

• Procurement of Concrete: 342 cubic meters (wet volume) of 300 PSI (20 MPa) concrete. Also includes 549 cubic meters of 250-micron plastic sheeting, concrete cure (30 gallons), and concrete bonding compound (1 gallon). Delivery days/times to be coordinated with the Government representative at least 48 hours in advance.

• Procurement of Base Course Rock: 398 Tons (439 Tonnes) of 3/4" base course rock. Delivery days/times to be coordinated with the Government representative at least 48 hours in advance.

• Procurement of Industrial Waste Disposal: Includes large dumpsters (6-9 cubic meters) for scrap wood, demolished concrete, and rebar. Empty dumpsters to be provided upon removal of full ones. Contractor responsible for mobilization, transport, recovery, demobilization, and disposal costs.

• Heavy Equipment: Delivery/mobilization by Friday, July 10, 2026; recovery/demobilization no earlier than August 31, 2026.

• Rebar Material: Delivery no later than Friday, July 17, 2026.

• Concrete: Delivery in accordance with Attachment (3). Resign, cure, and plastic sheeting by Friday, July 17, 2026.

• Rock Base: Delivery no later than Friday, July 17, 2026.

• Dumpsters and Disposed Material: Collection no later than Friday, August 31, 2026.

• All equipment and attachments are required for a duration of eight weeks.

• Equipment must be fully fueled upon delivery.

• Delivery and pick-up times for various materials and equipment must be coordinated with the Government representative with at least 48 hours' notice.

• Contractor is responsible for all associated delivery, transport, mobilization, and demobilization costs.
