Sources Sought Notice

This notice is issued by the U.S. Army Contracting Command, Rock Island, for market research purposes. The government is seeking information from interested parties regarding their capabilities to provide construction services for Ammunition Plants and Depots under a Multiple Award Task Order Contract (MATOC) for the Joint Munitions Command (JMC). Responses will help determine if the requirement will be set-aside for small businesses or procured through full and open competition.

• The contractor shall provide design and development, engineering, architectural, and technical services for design/build projects.

• A draft Statement of Work (SOW) is attached for review, detailing specific areas of support.

• The contract is anticipated to include labor categories subject to the Davis-Bacon Act or a collective bargaining agreement.

• Contract Type: Anticipated to be a Multiple Award Task Order Contract (MATOC).

• Period of Performance: Estimated at one (1) Base Year and four (4) Option Periods, with performance expected to commence in October 2026.

• Interested parties should submit a capabilities statement (max 10 pages) by 2 pm CST on April 17, 2026, via email to Brianne.r.johnson2.civ@army.mil.

• The government will evaluate market information to assess capacity, resources, project management planning, and performance-based service acquisition capabilities.

• Specific questions to be addressed in the capabilities statement include past performance, task management, subcontractor management, technical skills, small business prime performance percentage, business status, and ability to meet facility and safeguarding requirements.

• The applicable NAICS code is 237990 with a Small Business Size Standard of $45,000,000.00.

• Businesses of all sizes are encouraged to respond.

• The requirement may be set-aside for Small Businesses (in full or in part).

• Respondents must clearly identify their business size and relevant small business categories (Small, Small Disadvantaged, Women-Owned, HUBZone, Service Disabled Veteran-Owned).

• Personnel and Facility Security Clearances are required (DD Form 254 applies).

• The prime contractor must have or demonstrate the ability to obtain a Secret Facility Clearance.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for a Multiple Award Task Order Contract (MATOC) for Minor Construction projects. The contractor will provide labor, equipment, materials, supervision, and design (if required) to perform various construction, maintenance, repair, and new construction tasks.

• Minor construction work, maintenance, repair projects, and new construction.

• Includes design/build for projects, equipment installation, concrete work, and site improvements.

• Specific skills required include, but are not limited to, trades such as carpentry, electrical, plumbing, painting, HVAC, roofing, and equipment operation.

• Task orders may also require technical support from architects, engineers, technicians, designers, administrative assistants, or survey crews.

• Each task order will include a general description of the work, drawings, schematics, or photographs, and a completion schedule.

• Construction material, methods, and specifications must comply with current industry standards and applicable codes.

• Submittals for materials and equipment require Government approval prior to purchase, with specific timelines for submission and review.

• The contractor must carefully examine the SOW and provided documents, participate in site visits, and notify the Contracting Officer of any discrepancies or omissions.

• All work must adhere to federal, state, and local environmental laws, regulations, and policies.

• Any damage to existing structures must be repaired at no additional cost to the Government.

• Compliance with various codes and standards including NFPA, IBC, IEC, IPC, ASME, and ADA.
