Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to restore a sustainable livestock water supply by drilling and completing a new non-potable water source in Short Canyon, CA, while properly abandoning the existing non-functioning well. The new well must meet established state and NRCS technical standards and deliver a minimum pump rate of 2-4 gpm.

• Drill and complete a new 6-inch non-potable livestock water well at Short Canyon, in the general vicinity of the old well, with the exact location to be determined with the COR.

• Properly abandon the existing non-functioning 6-inch well according to Kern County Well Abandonment procedures and California State Water Well Standards.

• Furnish all necessary labor, materials, equipment, and professional services.

• The new well must meet NRCS Water Well Specifications (Exhibit 1) and California State Water Well Standards.

• Abandonment must comply with Kern County Well Abandonment Requirements (Exhibit 2).

• Deliver a Well Completion Report (drill log), pump test results (step-drawdown and 24-hour constant-rate tests), and a water quality analysis (CCR Title 22 standard).

• Emergency response times: 4 hours outside normal business hours, 2 hours during normal business hours.

• Period of Performance: One year from the award date.

• Place of Performance: Public land administered by the BLM in the vicinity of Weldon, CA, Kern County. Access is via Kelso Creek Road and a dirt two-track route.

• Obtain all necessary permits (well drilling, well demolition) from local regulating agencies prior to work commencement.

• Work must be performed by a licensed C-57 water well drilling contractor, where applicable.

• Contractor must submit a Contingency Plan as part of their proposal.

• Contractor must submit a draft emergency response plan prior to contract start date.

• Adhere to all safety and health standards (OSHA, California Title 19/8, BLM Safety and Health Standards).

• Site access is via rough, unimproved dirt routes; no utilities or restroom facilities are available at the work site.

• Contractor is responsible for safeguarding government property and securing facilities.

• Contractor personnel must present a professional appearance and carry appropriate identification.

• Preserve historical and archeological data; suspend operations and notify COR immediately upon discovery of potential historical or archeological data.
