• Specific experience requirements include a minimum of three (3) years of prior relevant paving services experience in Belgium within the past five (5) years, with an aggregate contract value of at least Euro 1,000,000.00.

• ISO 9001 and ISO 14001 certifications are required.

• A Certificate of Compliance from the Belgium Ministry of Finance for Social Security is required.

• Compliance with specific Belgian regional minister categories for road works is required.

• Attachments include Statement of Work (Attachment 1) and Price Book (Attachment 2).

• Payment will be made through the Wide Area Workflow (WAWF) system.

• Offerors must comply with installation access control requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

• A written Digging Permit Request is required before starting earthwork.

• A Hot Work Permit is required for cutting or welding operations.

• A Safety and Health Plan must be submitted within thirty (30) days of contract award.

• Contractor personnel must speak French or English.

• All materials must be brand new, and asbestos-containing materials are prohibited.

• Paints must be lead-free.

• Hazardous products must be documented with safety data sheets.

• A minimum one (1) year guarantee for workmanship and materials is required.

• Contractor must provide a minimum of one (1) contract manager and one (1) alternate manager.

• Employees must have current and valid professional certifications/licenses.

• Contractor must set up, at its own expense, an office and necessary facilities at the worksite.

• Environmental stewardship measures must be taken to prevent spills, and clean-up procedures must be followed.

• Access to the military installation requires compliance with security policies and AT Level I training for employees.
