Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services for the Upper Air Building Restoration and Modernization at the Weather Forecast Office in Key West, FL. The acquisition is set-aside for small business concerns with an associated NAICS code of 236220 and a small business size standard of $45 Million.

• Services to provide all labor, equipment, and materials for the Upper Air Building Restoration and Modernization.

• Work includes updating outdoor power panels to NEMA 4X standards, replacing outdoor lighting with LED fixtures, cleaning and sealing the building, restoring/repairing/replacing doors and venting systems, inspecting and repairing overhead doors, and ensuring all repairs meet industry standards, safety requirements, and local building codes.

• Specific tasks include initial inspections, stair repair, structural and envelope repairs, power and lighting system upgrades, sealing and painting, and final cleanup.

• Deliverables include a fully restored and modernized building, documentation of all inspections/repairs/replacements/upgrades, and a one-year warranty.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: 60 Days from Date of Award.

• Bonding/LOC will be required unless the quote is under $35K.

• Submission Deadline: Quotes are due by 12:00 PM MST/MDT on 02/13/2026.

• Submission Method: Email quotes to Jamie.Rosales@noaa.gov. Include signed copies of SF 18 and SF 30(s).

• Questions Deadline: Questions must be received no later than 02/11/2026 via email to Jamie.Rosales@noaa.gov.

• Evaluation Criteria: Offers will be evaluated based on Technical Approach and Capability, Experience, Past Performance, and Price. Non-price factors will be considered significantly more important than price.

• This acquisition is set-aside for small business concerns.

• Offerors must have an active registration in the System for Award Management (SAM) and provide their UEID/CAGE CODE.

• A site visit is highly recommended but not required.

• The General Decision (GD) FL20260022 will be incorporated.

• Vendors must comply with the attached SF 18 Construction Template.

• FedConnect® will be used for contract administration.

This document is a Past Performance Questionnaire (PPQ) intended to gather feedback on a contractor's performance for a specific project. • Project Description: Complexity, relevance to the current submission, and a space for explanation.
• Performance Ratings: A detailed rating system (Exceeds, Satisfactory, Unsatisfactory, Not Applicable) for various aspects including Quality, Schedule, Cost Control, Management, Regulatory Compliance, and Overall Customer Satisfaction.
• Client Reference Information: Name, title, contact details, role description, completion date, and signature.

This questionnaire is a tool used by the government to evaluate a contractor's past performance. Bidders should understand that their past performance on similar projects, as documented through these questionnaires, will be a factor in the evaluation of their proposals for this opportunity. Contractors are responsible for completing the first four blocks and facilitating the completion of the rest of the questionnaire by the client reference.
