Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) establishes requirements for a contractor to provide non-personal services for an Escort Program. The primary objective is to ensure secure escorted access and movement of personnel within restricted and controlled areas at Misawa Air Base (MAB), Japan, including the flightline and areas that may affect Sensitive Compartmented Information Facility (SCIF) security.

• Provide continuous escort coverage to support operational requirements, ensuring supervised and controlled access and movement within restricted/controlled areas.

• Ensure escorted access complies with installation and Department of the Air Force requirements, including surveillance, visitor accountability, and prevention of unauthorized access.

• Escort personnel to worksites, monitor them in controlled/restricted areas, and provide escort services for renovations, construction, warranty calls, and FF&E.

• Provide Cleared Escort Officials who must meet requirements for a Restricted Area Badge (RAB) and comply with DAFI 31-101 and local operating instructions.

• Escort officials must maintain constant surveillance and control of visitors.

• Positively identify all escorted individuals before granting access.

• Inspect vehicles and hand-carried items.

• Verify required documentation with the Entry Controller.

• Escorted personnel must never be left unattended in restricted/controlled areas.

• Lead Escort must be able to speak on behalf of the company and respond to US Government requests within two hours.

• Performance is required outside the Continental United States (OCONUS) at Misawa Air Base, Japan.

• Contractor personnel must possess a valid MAB RAB and Flightline driving privilege.

• Personnel must be trained in escort duties, identifying unauthorized activities, and providing safety/security briefings.

• Contractor must provide all necessary personnel, supervision, travel, logistics, and expenses.

• Contractor must manage contract performance, including short notice suspenses and operational constraints.

• Personnel must undergo a Tier-1 investigation (NACI) and maintain required security clearance.
