Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for a Basic Ordering Agreement (BOA) for repair, maintenance, and minor construction projects at Pine Bluff Arsenal. The objective is to provide rapid and cost-effective responses to these needs.

• The agreement covers a wide range of work, including but not limited to maintenance, repair, and minor construction of civil, mechanical, plumbing, structural, electrical, HVAC, instrumentation, fire protection, security, and safety components of government and civil facilities.

• Work may also include process piping and equipment, manufacturing equipment, and line work.

• Some projects may require feasibility studies, surveys, reporting, designs, and specifications bearing professional engineering or architecture seals.

• Upon award, contractors will provide all labor, materials, supplies, parts, system components, plant, supervision, equipment, and related services to maintain, repair, and construct military or civil equipment, real property facilities, and structures.

• Contractors must also provide planning, programming, administration, and management necessary for the work, adhering to all applicable laws, regulations, codes, and directives.

• The document details requirements for work plans, including administrative and technical narratives, task breakdowns with estimated durations, and schedules.

• Specific submittal procedures (SD-01 through SD-11) are outlined, covering preconstruction, product data, design data, reports, certificates, manufacturer's instructions, operation and maintenance manuals, and closeout submittals.

• Quality Control (QC) and Quality Assurance (QA) provisions are detailed, requiring contractors to implement a QC program and the government to monitor performance.

• Work sites will be various locations at Pine Bluff Arsenal, Arkansas.

• The government's regular hours are 6:30 AM – 4:00 PM, with specific coordination required for Friday work.

• Federal holidays are observed, and work is not required on these days.

• Contractors must coordinate work with the Contracting Officer (KO) and Contracting Officer's Representative (COR).

• Site visits and discussions with the KO/COR are required for project development.

• Government-furnished property, equipment, and services may be provided.

This document is a Past Performance Questionnaire (PPQ) form provided to assist the Army Contracting Command – Rock Island (ACC-RI) in gathering past performance information from Offerors. It is used to assess potential contractors.

• Offeror's Responsibility: The Offeror must complete Sections IIA and IIB for each past performance reference and provide them to the PPQ respondent. The Offeror will include these completed sections with their proposal.
• Respondent's Responsibility: The PPQ respondent will complete all sections of the PPQ except IIA and IIB. The completed questionnaire will be sent directly by the respondent to the designated Points of Contact (POCs).
• Rating System: A standardized rating scale (Excellent, Good, Satisfactory, Marginal, Unsatisfactory) is provided for assessing contractor performance elements.
• Information Requested: The form requests detailed information about the contract, including respondent identification, contract identification (number, title, dates, value, period of performance, place of performance), respondent's role, contract modifications, production quantities, PQDRs/CARs, and specific performance areas (quality, delivery, problem resolution, security, OSHA).

Bidders must ensure their past performance references complete and submit this questionnaire accurately and on time. The information gathered through this PPQ will be a critical factor in the evaluation of proposals. Bidders should also review the rating criteria to understand how their past performance will be assessed.

Solicitation / RFP / RFQ

This solicitation (W519TC-24-R-2011) is for Multiple Basic Ordering Agreements (BOAs) for construction services at Pine Bluff Arsenal (PBA). The Army Contracting Command - Rock Island (ACC-RI) is seeking businesses willing to enter into BOAs. This is an initial release of the BOA solicitation, and subsequent annual solicitations will be released.

• The government will procure requirements using a multi-step process.

• BOAs will be no-cost to the contractor and valid for up to five years.

• Annual synopses for requirements will be released on SAM.gov.

• Contractors must be qualified BOA holders to propose on future order RFPs.

• The Statement of Work (SOW) is provided as Attachment 0001.

• BOAs are no-cost agreements.

• Orders will be issued under the BOA.

• The contract is a Total Small Business Set Aside.
