Scope of Work
The contractor will be responsible for ensuring the security and integrity of the designated construction site, protecting materials, equipment, and personnel. Key services include:
- Site Security Manager (SSM): Serve as the primary point of contact, develop and implement the overall security plan, manage security personnel, and coordinate with government representatives. The SSM is responsible for CST actions and ensuring proper facility certification.
- Construction Surveillance Technicians (CSTs): Monitor all construction activities, ensure compliance with security protocols, inspect materials and equipment, and detect unauthorized modifications or tampering. The estimated workload is one (1) SSM and three (3) CSTs.

- Personnel Qualifications:
- SSM: Requires ICD 705 CST & SSM certification (80+ hours), TSCM course completion, high school/GED, and an active TOP SECRET clearance.
- CST: Requires CST course (40+ hours), ICD 705 CST & SSM certification, high school/GED, and an active SECRET clearance.
- All personnel must be US Citizens.
- Equipment: Contractor must provide all necessary equipment, including ADP equipment, tools, metal detectors, and security cameras, which must be calibrated and certified.
- Access: Contractor personnel require DBIDS credentials for base access, necessitating DoD sponsorship.
