The Centers for Medicare and Medicaid Services (CMS) is conducting a Sources Sought to identify qualified small businesses for Contact Center Training and Content (CTC) services. This effort aims to develop and maintain training and content for approximately 10,000 Customer Service Representatives (CSRs) nationwide, supporting Medicare and Marketplace programs. Responses are due by March 5, 2026, at 12:00 p.m. EST.
Scope of Work
The selected contractor will be responsible for developing and maintaining comprehensive training and e-Learning products to enhance CSR knowledge of Medicare and Marketplace programs. Key tasks include:
- Developing both classroom and self-paced e-Learning modules.
- Proactively reviewing Medicare and Marketplace policy to create and verify the accuracy of scripts, FAQs, and other content across all communication channels (telephone, written correspondence, web chat) in English and Spanish.
- Maintaining approximately 1,000 existing training products and developing around 100 new training pieces annually.
- Managing over 3,900 content products (phone scripts, alerts, reference materials) annually.
- Ensuring all training and content products are Section 508 compliant.
- Developing and evaluating customer satisfaction surveys, providing monthly reports.
- Demonstrating an in-depth understanding of the Next Generation Desktop (NGD) system, the primary application used by CSRs.

Submission & Evaluation
Interested small businesses must submit a capability statement (PDF format, maximum 15 pages, 12pt font) via email to Shane Ryberg (shane.ryberg@cms.hhs.gov). Statements should demonstrate expertise in:
- Content development and script writing.
- Training program design, development, and deployment.
- Developing programs for customer service agents, utilizing data from reporting, process monitoring, and industry best practices.
- Ensuring quality, accuracy, and consistency of information. Required business information includes UEI, Tax ID, Company Name/Address, Point of Contact, current contract vehicles (GSA Schedules, GWACs, IDIQs), accounting system status, business size status, and reference points of contact.
Eligibility
This opportunity is specifically for small businesses under NAICS code 541611 (Other Professional Services), including service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses. Organizations not considered small businesses should not respond.
