https://logistics.unnpp.gov/ecommerce(requires pre-registration). - Order of Precedence: Amendments to the purchase order/contract take precedence, followed by the schedule, terms and conditions, IRPOD/Master Procurement Specification, STRs, drawings, and specifications.
- Vendor Waivers/Deviations: Any non-compliance with technical requirements or requests for delivery date extensions must be identified in advance with justification demonstrating no impact on quality, form, fit, or function.
- Mercury Exclusion: Mercury or mercury-containing compounds shall not be intentionally added to or come into direct contact with hardware or supplies.
- Quality Assurance: An inspection system acceptable to the Government is required. First Article Test/Inspection for one unit is mandatory per IRPOD requirements, with a report submitted via DD Form 1423. First Article Approval is required before manufacturing.
- Packaging: MIL-PRF-23199 packaging applies, specifically MIL-DTL-24466 green poly bags for items subject to cleanliness controls (e.g., MIL-STD-767, MIL-STD-2041, Refueling Clean, Reactor Plant Clean). MIL-STD 2073 packaging also applies. Fire retardant packaging is no longer required.
- Data Deliverables (DD Form 1423): Requires submission of Vendor Certified Reports of Test and Inspection (DI-QCIC-8872) and a Complete Certification Package (DI-NDTI-80809). Authorization to ship material and start production must be obtained from the PCO.
