Justification for Sole Source
The procurement is sole-sourced to SURVITEC GROUP LIMITED DBA RFD BEAUFORT INC because their products are the only ones that properly fit and function with the MK7 LIFERAFTS. The technical manual S9008-AA-PRO-010 explicitly specifies RFD BEAUFORT's part numbers as the only authorized items. SURVITEC GROUP LIMITED DBA RFD BEAUFORT INC controls the design, characteristics, and production through proprietary engineering drawings and specifications, with no other companies supplying authorized alternatives.
Submission & Evaluation
While this is a sole source requirement, interested companies may identify their interest and capability to respond. The government will consider these responses solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received is solely within the discretion of the Government.
