Statement of Work (SOW)

The objective of this project is to perform essential maintenance on modular buildings at the Forest Pest Methods Laboratory (FPML) in Salinas, CA. This includes jacking and leveling Reiff fiberglass modular buildings, installing concrete foundation piers, painting for weather protection, treating corrosion, and applying elastomeric roof coatings to six containers (four 10’x40’, one 8’x40’, and one 8’x20’). The goal is to preserve a $500,000 investment in environmentally controlled buildings used for insect rearing and treatment research, ensuring their serviceability for another 20 years.

• Container Foundations: Jack and level four 10’x40’ Reiff containers. Install concrete footings (10 per container) and place/level existing pier blocks.

• Roof Coating: Clean, research, purchase, and apply primer to rust areas, elastomeric coating with polyester fabric at seams/laps, butyl-backed caps at fastener locations, and two coats of elastomeric coating (minimum 12mils dry film thickness per coat) over the entire roof surface for all six containers. Includes applying manufacturer warranties.

• Painting: Pressure wash and clean all six containers. Research, purchase, and apply primer to rust areas, a sealer for adhesion, and two coats of paint (color to be selected by APHIS-PPQ) to the exterior surfaces.

• Clean Up: Remove and dispose of all debris from foundation construction, roof coating, and painting operations.

• Location: Forest Pest Methods Laboratory (FPML), Salinas Station, 1636 E. Alisal Street, Salinas, CA 93905.

• Time for Completion: Within one hundred twenty (120) calendar days from Notice to Proceed.

• Work Hours: Monday through Friday, 06:00 a.m. to 5:00 p.m., excluding Government holidays. Exceptions require 48-hour written notice and COR approval.

• Contractor Responsibilities: Supply all labor, materials, equipment, and supervision. Coordinate all work with the Contracting Officer’s Representative (COR), Bruce Truehart. Submit an installation schedule within 14 days of award.

• Materials & Equipment: Must conform to specified NFPA, UL, OSHA, and other applicable codes and standards. Materials must be new, commercial off-the-shelf products, and labeled appropriately (no handwritten labels inside enclosures).

• Site Access & Security: All contractor personnel must pass an APHIS-designated background investigation. A list of intended employees must be submitted 7 business days prior to access. Adhere to all site, APHIS, and USDA security policies.

• Project Closeout: Includes final cleaning, submission of Project Record Drawings (As-Builts), warranty information, and participation in a Government Acceptance Test. Contractor is responsible for all testing prior to Government acceptance.

• Warranty: One (1) year from date of final acceptance. Contractor must respond to deficiencies within 24 hours of notification and provide repairs 7 days a week.

• Advertising Restriction: Contractors are prohibited from advertising site-specific information. Limited agency and project information may be used for promotional purposes.
