Scope of Work

The contractor will perform essential maintenance on modular buildings, specifically:

  • Container Foundations: Jack and level four 10'x40' Reiff containers, installing 10 concrete footings per container and leveling existing pier blocks.
  • Roof Coating: Clean, prime, and apply elastomeric coating with polyester fabric and butyl-backed caps, followed by two coats of elastomeric coating (min 12mils DFT per coat) to the roofs of all six containers. Manufacturer warranties are required.
  • Painting: Pressure wash, clean, prime rust areas, apply a sealer, and two coats of paint (APHIS-PPQ selected color) to the exterior surfaces of all six containers.
  • Clean Up: Remove and dispose of all debris from construction, roof coating, and painting operations.

  • Bonds: An offer guarantee is required. Performance and payment bonds are required within 10 calendar days after award.
  • Negotiations: The USDA intends to award without negotiations; omissions may result in a technically unacceptable quote.

Special Conditions

  • Wage Rates: Bidders must comply with prevailing wage rates for Monterey County, CA, as determined by the U.S. Department of Labor (Attachment 4).
  • Site Access: All contractor personnel must pass an APHIS-designated background investigation. A list of intended employees must be submitted 7 business days prior to access.
  • Warranty: A one-year warranty from the date of final acceptance is required, with the contractor responding to deficiencies within 24 hours and providing repairs 7 days a week.
