Quick Summary
The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst is seeking to establish multiple Blanket Purchase Agreements (BPAs) for Containers, Packaging and Packing Supplies. These BPAs will support the streamlined acquisition of supplies for Aircraft Launch and Recovery Equipment (ALRE), Common Support Equipment (CSE), and Peculiar Support Equipment (PSE) at Joint Base MDL, NJ. This opportunity is a Total Small Business Set-Aside. Interested vendors should submit their qualifications by March 11, 2026, 1:00 pm EST.
Opportunity Details
NAWCAD Lakehurst intends to issue multiple BPAs under Simplified Acquisition Procedures (FAR Part 13). A BPA is a streamlined method for acquiring supplies and services on an as-needed basis, not a contract itself. Individual requirements will be competed among BPA holders via the Lakehurst BPA Tool. Vendors will be notified of new solicitations via email from NAVAIR_Acquisition@us.navy.mil, which will include an Excel attachment for bidding.
Scope of Work
Provide various containers, packaging, and packing supplies as required by NAWCAD Lakehurst programs. Delivery will normally be FOB Destination to Lakehurst, NJ. All BPA calls/orders will be issued on a firm fixed-price basis.
Contract & Timeline
- Type: Multiple Blanket Purchase Agreements (BPAs)
- Set-Aside: Total Small Business Set-Aside (FAR 19.5)
- BPA Master Limit: $4,999,999.00 over five (5) years
- Individual Call Limit: Not to exceed the Simplified Acquisition Threshold ($250,000.00) or $7.5M under FAR 13.500.
- Response Due: March 11, 2026, 1:00 pm EST
- Published: September 11, 2025
Submission Requirements & Evaluation
Interested parties must submit their CAGE Code, Unique Entity Identifier (UEID), and a Capabilities Statement (including primary business practice and whether manufacturer/supplier). If drawings subject to Export Control Laws are involved, a copy of a current, approved DD Form 2345 is required. The non-manufacturer rule applies, limiting non-manufacturers to 500 employees. Submissions are accepted on a rolling basis until the deadline. Individual BPA calls will be awarded to the lowest priced, technically acceptable offer received, often requiring an exact match. Payments will be made via Government Credit Cards or Wide Area Workflow (WAWF).
