This document is a Request for Quotation (RFQ) for "Momar Inc. NS119498 or Equal" (BERM TRANSPORTATION CARRIER 36). The government is procuring a specific kit containing spill containment berms, transporters, absorbents, and coatings.

The core requirement is for a "BERM TRANSPORTATION CARRIER 36" kit, which includes:

• Deployable Spill Containment Berm (NS119502): Portable, deployable, flexible, foldable mat with integrated sidewalls (approx. 1" height), designed to contain fuel, oil, and hazardous liquids. Requires rapid deployment without tools.

• Deployable Spill Containment Transporter (NS119503): A 5x5x4 enclosed container for storing and transporting the spill containment berm and accessories. It must be weather-resistant and protect the berm.

• Seige: Absorbant (M13255): Two units of absorbent material, each weighing 2 lbs, capable of absorbing at least 1 pint of oil or 1 quart of water. It should be a heavy-weight formula that encapsulates fluids into a dry powder.

• White Stallon: Rubberized Coating (M40963): Two cans of coating that seals out water, prevents rust and corrosion, covers approximately 15 sq ft, and dries quickly to a flexible coating. Each can weighs 16 oz.

• Stellar: Lubricant Shield Coating (M40602): Two cans of lubricant shield coating that protects against rust and corrosion, does not damage painted surfaces, rubbers, plastics, metals, and glass. It has an application temperature range of -110°F to 240°F and meets MIL SPEC C-16173D, Grade 4 and C83933A.

• An all-or-none award will be made.

• The contract may result in an award with the General Services Administration/Supply Chain Management Contracting Division (GSA/SCM).

• Vendors must be registered in SAM.gov and able to accept POs via GSA's Order Management Services (OMS) Vendor Portal or Electronic Data Interchange (EDI).

• The period for acceptance of offers is 60 calendar days from the date specified for receipt of offers.

• Quotes must be submitted via email upon the close date of the RFQ.

• Evaluation factors are: Administrative Compliance (pass/fail), Technical Acceptability (pass/fail, based on Salient Characteristics), and Lowest Evaluated Price.

• Bidders must complete and return pages 1 and 2 of the RFQ, including administrative compliance items.

• Failure to complete required fields or submit required documents may result in the quote not being considered for award.

• This RFQ is set aside exclusively for Small Business.

• Vendors must have an assigned NAICS size standard of 700 employees or less in their SAM account to be eligible.

• The assigned NAICS code is 333998: All Other Miscellaneous General Purpose Machinery Manufacturing.

• The delivery destination is Fort Stewart, GA 31313.

• Delivery shall be FOB Destination, CONUS.

• Vendors are reminded to update their representations and certifications on SAM.gov prior to the closing of the solicitation.
