Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive laundry and dry-cleaning services for the Contingency Dorms at Moron Air Base.

• The contractor shall provide all management, supervision, personnel, equipment, materials, tools, supplies, and transportation necessary for laundry and dry-cleaning services.

• Services include pick-up and delivery of all items.

• All services must comply with Spanish health, safety, and environmental standards.

• Clean laundry must be packed according to Appendix B specifications (bundled, folded, hung, wrapped in plastic).

• The contractor is responsible for repairs of damaged items (rips, tears, holes up to 5cm, broken zippers, missing/broken buttons) caused by their processing, except for lodging linens and towels which must be replaced at the contractor's expense.

• Only items listed in Appendix B (Estimated Workload Data) are authorized for cleaning.

• Unsatisfactorily laundered items must be re-cleaned within 48 hours at no cost to the government. Re-performance is limited to 20 pieces per month; exceeding this threshold will result in invoice deductions.

• Heavily soiled/stained linen will be cleaned once; if permanently stained, items will be returned uncleaned.

• Simultaneous quantity verification by both Linen Exchange personnel and the contractor is required at pick-up and delivery.

• Turn-around Time: 24 hours or one (1) working day. Items picked up Friday must be returned the following Monday (unless otherwise noted).

• Re-performance Time: Within 48 hours for unsatisfactorily laundered items.

• Re-performance Threshold: Maximum of 20 pieces per month without deductions.

• Place: Contingency Dorms, Moron Air Base (Bldg. 119/114).

• Pick-up/Delivery Schedule: Monday-Friday, 0800-1200.

• Service Days: Monday through Friday, excluding recognized Spanish holidays. Limited service on recognized American holidays and Wing down days.

• Packing: As per Appendix B.

• Repairs/Replacements: Contractor responsible for damages, with specific replacement procedures for lodging linens/towels.

• Security: Contractor personnel require Moron Base Entry Identification, Vehicle Pass, Spanish Police Certificate, and must adhere to all installation security regulations.

• Certifications: Contractor must obtain all necessary certifications, licenses, and permits.

• Invoicing: Monthly, itemized, due by the 3rd workday of the following month.

• Government Furnished Property: 5 linen carts and disposable bags.

• Contractor Furnished Property: Sufficient linen carts and disposable bags.

• Crisis Operations: Services are considered non-essential unless declared vital to mission continuance.
