Quick Summary

The Air Force Research Laboratory (AFRL/RH) and the United States Air Force School of Aerospace Medicine (USAFSAM) have issued a Special Notice for the Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) Multiple Authority Announcement (MAA). This MAA serves as an overarching framework for Science and Technology (S&T) and Studies and Analysis (S&A) efforts, guiding research from basic science to technology transition. No proposals are requested under this MAA directly; interested parties must monitor SAM.gov for individual solicitations.

Purpose & Scope

The CHEERS MAA provides a comprehensive strategy for AFRL/RH and USAFSAM to advance human-centered research. This includes maximizing Airman performance and readiness, mitigating physical and psychological stressors, and integrating biological and cognitive technologies. Technical areas span:

  • USAFSAM: Aerospace Medicine and Physiology, Public Health and Preventative Medicine, Occupational Medicine and Bioenvironmental Engineering, En Route Care/Expeditionary Medicine/Prolonged Field Care.
  • AFRL/RH: Airman Biosciences (RHB), Bioeffects (RHD), and Warfighter Interactions & Readiness (RHW), covering force health protection, aeromedical evacuation, directed energy bioeffects, human-machine integration, warfighter cognition, and team performance.

Contract Details

The Air Force may utilize various instruments, including FAR-based contracts (anticipated Cost-Plus-Fixed-Fee), grants, cooperative agreements, Commercial Solutions Opening (CSO), Other Transactions for Research (OTR), and Other Transactions for Prototype (OTP). The NAICS code is 541715 (Research and Technology in the Physical, Engineering, and Life Sciences) with a 1,000-employee size standard. The opportunity is anticipated to be unrestricted, with small businesses encouraged to propose.
