The General Services Administration (GSA), on behalf of the U.S. Department of Housing and Urban Development (HUD) Office of General Counsel (OGC), has issued a Sources Sought / Request for Information (RFI) for an enterprise-wide, web-based Continuing Legal Education (CLE) and legal training solution. Scope of Work (Anticipated)

Based on the provided Statement of Work (SOW), the anticipated solution will include:

  • Platform Access: 24/7/365 online access to legal education content nationwide for an estimated 150 users via standard web browsers.
  • Content & Accreditation: On-demand courses, live/recorded webcasts, seminars covering broad legal subject areas, current laws, and ethics/specialty CLE. Courses must be CLE-accredited across U.S. states and Puerto Rico, with certificate issuance and direct reporting of CLE credits.
  • User & Account Management: Provisioning user accounts, credentials, password assistance, and administrative support. The platform should offer centralized user administration, compliance tracking, and jurisdiction-specific management.
  • Reporting & Administration: Administrative dashboards, user activity reporting, CLE compliance tracking, certificate management, and the ability to upload/track external CLE credits.
  • Support: Help desk support (24-hour response during business operations) for system access, login, course navigation, and general assistance. Single Sign-On (SSO) capabilities are also desired.
