This technical specification details the requirements for a portable dry air layup manifold, referred to as the Continuous Purge Layup System (CPLS) Condenser Manifold. The system is designed to introduce dried air to major components to prevent corrosion during maintenance periods when components are not in use. It is intended for use on all CVN class nuclear aircraft carriers (NIMITZ and FORD CLASS) overhauled at Norfolk Naval Shipyard (NNSY).

• The CPLS manifold must be fully enclosed in a durable carrying case (e.g., Pelican or equivalent), with access windows for observing gauges.

• Components must be made of materials not detrimental to ship systems (no lead, sulfur, cadmium, or halogens). Teflon products are acceptable, but Teflon tape is prohibited within the fluid boundary.

• Components must meet cleanliness standards outlined in STR-4P37 and STR-4P38.

• The system includes an inlet shutoff valve, a regulating valve, two pressure gauges (0-200 psi inlet, 0-60 psi outlet), a relief valve (Kunkle Model 1, set at 30 psi), and analog flow meters (0-200 SCFM).

• Outlets feature double shutoff valves for isolation.

• All components and piping must be 3/4" diameter and rated for a minimum of 150 psi.

• The manifold must be portable, light enough for one or two people to carry.

• Fasteners must not be permanently installed and must be tightened to defined torque limits.

• The system must be capable of continuous year-round unmanned operation in ambient conditions.

• The proposal is for a single order of six (6) manifolds.

• The required delivery date to Norfolk Naval Shipyard (NNSY) is no later than October 1, 2024.

• A standard commercial warranty of one year from the date of expected delivery and/or acceptance is required.

• Proposals must include lead time and estimated delivery time to NNSY.

• If a specific manufacturer or model is proposed that differs from the specification, product brochures or submittals are mandatory for technical review.

• As-built drawings, including a Bill of Materials, are required after construction.

• The Contractor must provide specific documentation for each unit, including isometric renderings, technical instructions, OEM/Vendor test reports, parts lists, and warranty information.

• Brazing and soldering are prohibited for joining piping or components; welding is permitted only where originally intended for fabrication.
