This solicitation is for supplemental security guard services for the VA San Diego Healthcare System (VASDHS). The services are required to support and supplement the VA Police Service at the Jennifer Moreno VA Medical Center in La Jolla, and various Community Based Outpatient Clinics (CBOCs) throughout San Diego County. The primary goal is to ensure adequate coverage at off-site CBOCs and assist VA Police at the main Medical Center with law enforcement-related functions.

• Provision of all labor, equipment, transportation, and supplies necessary for on-site security services.

• Continuous coverage throughout established hours at each location.

• Security guard services are not to be subcontracted; all guards must be direct employees of the prime contractor.

• Guards must be in proper uniform, possess required training and permits, and maintain regular communication with the COR.

• Specific duties include patrols, entry control, traffic control, panic/duress alarm response and testing, incident response, and ensuring compliance with VA rules and regulations.

• Personnel must meet minimum education (high school diploma or equivalent), be at least 18 years old, have a clear background check (no felony arrest in past 10 years), be bonded and insured, be physically capable, and undergo a Tier 1 background investigation if VA system access is required.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: September 1, 2026, through August 31, 2027, with four option years.

• NAICS Code: 561612 (Security Guards and Patrol Services).

• Size Standard: $29 Million.

• All questions must be submitted via email by June 25, 2026, at 1:00 PM MST.

• All offers must be submitted via email by July 15, 2026, at 3:00 PM MST to jasmon.cornick@va.gov.

• Offers must be in PDF format and compatible with Microsoft Office Software.

• Evaluation factors include Technical Approach, Experience, Required Documents, and Price.

• Lowest Price Technical Acceptable (LPTA) methods will not be used.

• This procurement is limited to SDVOSB (Service-Disabled Veteran-Owned Small Business) prime contractors.

• Subcontracting of guard services is not permitted.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-3, and 52.212-5.

• VAAR clauses related to SDVOSB set-aside, limitations on subcontracting, and personnel vetting are included.

• Payment will be made monthly via electronic submission of invoices through the Tungsten Network.

Vendors seeking to do business with the VA must complete this form to ensure they can receive electronic payments. New vendors must register and provide all required information. Existing vendors needing to update their banking or contact information must also use this form. Accurate completion is crucial, as discrepancies with SAM.gov or incorrect information can delay or prevent payments. The form also includes important privacy act and paperwork reduction act statements.
