Scope of Work
This Request for Quotations (RFQ) covers a comprehensive polygraph capacity-building program. The primary objectives are:
- Certification of 17 Polygraph Examiners: Deliver a complete certification program for 17 officers, including a minimum of 400 in-person academic hours over 10 consecutive weeks and at least 80 hours of supervised practical application. The curriculum must comply with APA standards, covering ethics, psychology, physiology, instrumentation, testing techniques, question construction, and data analysis.
- Establishment and Accreditation of a Vetting Training Center: Provide technical support for the establishment and APA accreditation of a permanent Vetting Training Center. This includes developing and delivering a training program for up to 10 National Police officers to become Primary Polygraph Instructors, and supporting the APA accreditation process through gap analysis, self-study, dossier preparation, and inspection support.
