Evaluation & Justification
This is a sole source procurement under 10 U.S.C. 2304(C)(1), as the government does not own the data rights and Hamilton Sundstrand Corporation (CAGE: 99167) is the only known source capable of satisfying the requirement. The government intends to solicit and negotiate with only one or a limited number of sources under FAR 6.302. Award will be made only if the offeror, product, or manufacturer meets qualification requirements per FAR clause 52.209-1.
