This Statement of Work (SOW) details the requirements for the replacement of existing control systems for Facility 316 at Vance Air Force Base, Oklahoma. The project involves removing and replacing existing controls systems and integrating new Comfort Point Open (CPO) controllers with the existing Energy Management Controls System (EMCS) and Enterprise Building Integrator (EBI) System.

• Removal and replacement of the existing R7044 Controls system with new Honeywell BACnet Comfort Point Open controllers.

• Integration of new control points with the existing Honeywell Building Automation system network.

• Provision and installation of all required equipment, wiring, and Direct Digital Control (DDC).

• Integration of applicable data points for affected mechanical systems.

• Reuse of existing field devices where applicable.

• Contractor is responsible for furnishing all supervision, labor, equipment, consumable materials, supplies, tools, and other items to complete the construction.

• Contractor shall field verify location of work, dimensions, and existing site conditions prior to commencing work.

• Location: Vance Air Force Base, Oklahoma, Facility 316.

• Project Duration: 40 calendar days total.

  • Non-Performance Period: Up to 30 calendar days for mobilization and material lead time.
  • Performance Period: 10 calendar days after receiving Notice to Proceed.

• Site Safety: Work must comply with DAFMAN 91-203 and OSHA standards. Contractor must take necessary safety precautions.

• Work Hours: Normal hours are 7:30 a.m. to 4:30 p.m., Monday-Friday. Off-hours work requires approval.

• Access and Passes: Contractor employees must comply with Installation Security Requirements and obtain necessary passes.

• Protection of Government Property: Contractor must protect government property and return areas to their original condition or better.

• Materials: All materials must meet the Buy American Act. Submittals and Safety Data Sheets (SDS) for hazardous chemicals are required prior to use.

• Warranty: A standard 1-year warranty for labor and material is required.

• Contractor's Representative: A qualified Superintendent and Quality Control representative are required on-site.

• Utilities: Electric power and water will be made available by ASRC Construction Management. Contractor must provide own latrines.

• Waste Disposal: Contractor is responsible for disposal of non-hazardous waste off Vance AFB. Recyclable materials must go to an approved recycling center. Removed controllers are to be provided as attic stock.
