• Furnish all labor, materials, and equipment for preparation and painting of gate chamber equipment.

• Work must be in accordance with the Statement of Work and Specifications titled "PAINT GATE CHAMBER EQUIPMENT, COLEBROOK RIVER LAKE DAM, COLEBROOK, CT, CONSTRUCTION SOLICITATION AND SPECIFICATIONS" dated February 2026.

• Mandatory solicitation survey must be completed and returned with quotes.

• Pricing Arrangement: Firm Fixed Price.

• Estimated cost of the work is between $100,000 and $250,000.

• Commencement of work within 30 calendar days after Notice to Proceed.

• Completion of work within 120 calendar days after Notice to Proceed.

• Insurance requirements include Workmen's Compensation, Employers' Liability, General Liability, and Automobile Liability with specified minimum limits.

• Quotations are due by close of business on April 27, 2026.

• Quotes must be submitted via email to the Contract Specialist.

• Evaluation factors will be technical, price, and past performance.

• A comparative evaluation will be performed to select the best-suited contractor.

• Site visits are highly recommended prior to providing a quote. An organized site visit is scheduled for April 16, 2026, at 10:00 am Eastern.

• This RFQ is not a small business set-aside.

• Vendors must be registered in the System for Award Management (SAM.gov) to submit a quote.

• The document includes numerous FAR and DFARS clauses incorporated by reference, covering areas such as contract administration, special contract requirements (including security), contract clauses, representations and certifications, and evaluation factors.

• Company Information: Name, SAM CAGE Code, Address, POC details, and Type of Business.
• Experience: Years of experience in services, prime contracting, and federal government contracts. Details on any past failures to complete work.
• Personnel: Minimum and maximum number of employees, whether employees are on payroll, and the number of employees anticipated for this project. Information on subcontractors if applicable.
• Employee Experience: Details on employees who will perform the work, including their current position/title and years of experience.
• Certificates/Licenses: Requirements for specific certifications (First Aid/CPR, Competent Person in Fall Protection, Rope Access, Applicable Licenses, Crane Operator/Qualified Riggers, Boat Operator, Level 2 SSHO). Bidders must provide certificates or a plan for obtaining them.
• References & Past Performance: Details on up to three past contracts (government contracts preferred) completed within the last three years, similar in size and complexity. This includes contract agency, number, value, POC, start/end dates, and scope of project.
• Statement Certification: A certification by an official that all provided information is true and correct.

The information provided will be used by the Government to evaluate the bidder's capability, experience, and suitability for performing the work described in the solicitation. Failure to provide required information may result in disqualification.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for preparing and painting various mechanical equipment items and related components within the gate chamber at Colebrook River Lake Dam in Colebrook, Connecticut.

• Items to be prepared and painted: Steel components including bonnets, hydraulic piping, hydraulic cylinders, plumbing associated with two sump pumps (excluding the pumps themselves), conduit pressure balancing pipe, vertical float well pipe, air shafts, and the entire spiral staircase (including the portion outside the gate chamber).

• Preparation: Involves cleaning and preparation of all identified steel surfaces. This includes solvent cleaning to remove grease, dirt, and salt, followed by mechanical removal of loose paint or rust using a hammer or wire brush. Scraping, dry abrasive blasting, or water blasting to remove sound intact paint is NOT permitted.

• Painting: Application of an epoxy primer/sealer to corroded areas and areas of paint loss, followed by an overcoat product. The overcoat must match the color of the existing paint.

• The Contractor must implement worker health and safety measures and environmental protection measures as required by specifications and applicable Federal, State, and local laws and regulations.

• Lead-containing paint is assumed to be present, requiring specific worker safety precautions.

• Work is considered a permit-required confined space.

• The work site is at the US Army Corps of Engineers New England District Facility at Colebrook River Lake Dam, Colebrook, Connecticut.

• Work hours are restricted to 0700 to 1730, Monday through Friday.

• Lead Paint: Assume lead-containing paint is present. Sampling and testing have not been performed.

• Confined Space: Work is within a permit-required confined space.

• Crane Availability: The dam tower crane is NOT available for Contractor use. The 5-ton winch hoist in the control tower IS available.

• Flood Event Preparations: Contractor must be aware of potential dam operations that may require removal of equipment and personnel from the gate chamber.

• Photographs: Site visit photographs are provided to show approximate conditions.

• Submittals: Includes Accident Prevention Plan, Site Safety and Health Plan, Confined Space Plan, Respiratory Protection Plan, Worker Protection Plan, Environmental Protection Plan, Waste Disposal Plan, Product Data Sheets, Test Reports, Medical Status Reports, Air Monitoring Test Reports, and Certified EHS Professional documentation.

• Quality Control: A three-phase quality control system is required.
