Unless for P-8/P-3 Platforms, all potential offers must provide newly manufactured spares only; refurbished, remanufactured, or repaired material is not acceptable. This requirement also notes that DFARS clause 252.211-7003 "Item Unique Identification and Valuation" (IUID) is deleted for non-CLSSA FMS spares, as these assets are wholly owned by FMS customer countries, will not be delivered to DoD, and will not enter the DoD supply chain.
