Quick Summary

The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst is seeking Small Businesses to establish multiple Blanket Purchase Agreements (BPAs) for Electrical Non-Rotating Converters (PSC 6130). These BPAs will support Aircraft Launch and Recovery Equipment (ALRE), Common Support Equipment (CSE), and Peculiar Support Equipment (PSE) for Naval operations. The intent is to streamline the acquisition of supplies on an as-needed basis.

Opportunity Details

This is a Total Small Business Set-Aside. NAWCAD Lakehurst will issue multiple BPAs under Simplified Acquisition Procedures (FAR Part 13). A BPA is not a contract but a streamlined method for acquiring supplies. Individual BPA calls will be firm fixed-price and are not to exceed $250,000, with a master BPA limit of $4,999,999.00 over five years. Payments will be made via Government Credit Cards or Wide Area Workflow (WAWF).

Scope of Work

Provide "Converters, Electrical Non Rotating" as required by individual BPA calls. Delivery will typically be FOB Destination to Lakehurst, NJ.

Eligibility & Requirements

Interested Small Businesses must provide:

  • CAGE Code and Unique Entity Identifier (UEID) for SAM verification.
  • A capabilities statement detailing primary business practice/trade and whether the company is a manufacturer or supplier/distributor.
  • A copy of their current, approved DD Form 2345 for access to export-controlled drawings.
  • The Non-manufacturer rule applies, requiring non-manufacturers to have 500 or fewer employees.
  • Active participation and good performance are crucial for BPA renewal.

Submission & Evaluation

To be considered for a BPA, submit the required documentation via email to karin.a.quagliato.civ@us.navy.mil by March 11, 2026, 1:00 PM EST. Submissions are accepted on a rolling basis.

Once a BPA holder, vendors will be notified of individual requirements via email from NAVAIR_Acquisition@us.navy.mil, including an Excel attachment. Bids for individual calls must be submitted within one business day by completing the 'Line Item Input' tab of the Excel file and replying to the original email. Individual BPA calls will be awarded to the lowest priced, technically acceptable offer.
