Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Quick Summary

Battelle Energy Alliance, LLC (BEA), managing the U.S. Department of Energy's (DOE) Idaho National Laboratory (INL), is seeking Expressions of Interest (EOI) from qualified vendors to provide tilting-disc style, 20-inch, 300-lb check valves for the Advanced Test Reactor (ATR). These valves are critical safety-related components needed to replace aging original equipment. This EOI is the initial step to identify potential bidders for a future Request for Proposal (RFP). Responses are due by July 9, 2026.

Scope of Work

Vendors must be capable of designing, manufacturing, testing, and delivering four 20-inch, 300-lb tilting-disc check valves, complete with all components for safe and reliable operation. Key requirements include:

  • Construction from ASTM A182 F304 or ASTM A351 CF8 stainless steel with hard-surfaced wear areas.
  • Design and manufacturing in accordance with ASME Boiler and Pressure Vessel Code Section III, Division 1, Class 1 (2021 or approved alternate).
  • Integration of a hydraulic dashpot/dampening mechanism and a position indicator assembly.
  • Consistency with INL Drawing 449559 or an approved equivalent.
  • Performance meeting specified limits for flow rate, pressure, temperature, closing time, pressure drop, disc stability, and leakage as defined in INL Specification SPC-71414 (Rev. 0).
  • Material compatibility with specified chemistry and radiation environments.
  • Required testing includes hydrostatic pressure, nondestructive examination, and full operational testing.
  • Provision of complete vendor documentation, including dimensional drawings, spare parts lists, and certificates of conformance.

Submission Requirements

Interested vendors should submit an EOI including:

  • Company name and point of contact.
  • Description of capabilities for designing and manufacturing nuclear-grade check valves.
  • Demonstrated experience with large-diameter tilting disc valves, dashpot systems, and ASME Section III equipment.
  • Certifications, quality program documentation, and nuclear safety compliance.
  • Test capabilities (hydrostatic, nondestructive, performance).
  • Lead times and production capacity.
  • Ability to supply required drawings, documentation, and conformance certificates.
  • NAICS and business size classification.
  • Any proposed equivalent designs.
  • Confirmation of ability to comply with INL data control requirements.
  • High-level cost estimation for four check valves. Submissions should be sent to Chase.Egbert@inl.gov.

Additional Notes

Certain associated documents, including INL Specification SPC-71414 (Rev. 0) and referenced drawings, contain Official Use Only (OUO) information subject to U.S. export control regulations. Access is restricted to verified U.S. citizens or lawful permanent residents. Vendors must contact Chase.Egbert@inl.gov to confirm eligibility before controlled information is released. While EOI responses can be submitted without these documents, reviewing them is highly recommended for a full understanding of technical requirements.
